<br />. <br /> <br />. <br /> <br />21 <br /> <br />. <br /> <br />I am appearing and speaking in favor of the proposed sewer <br />improvement. I am appearing as contract for deed purchaser of a <br />tract of land, part of which is located in the northeast corner of <br />proposed Improvement No.3. This I believe, under Pete's definition, <br />would be included as unplatted non abutting land. On an acreage <br />basis this would bear an assessment of approximately 16,aCO. <br />From our experience in development of lands personally and as an <br />attorney for other people in other villages in the suburban area, <br />I can advise the Council that not only is that an increment in <br />value but the hea lth problem is very important. To give you an <br />example, I appeared in some litigation regarding the Rose Vista <br />apartments in Roseville. A few years ago there was a health problem <br />there as a result of septic tanks and it became so acute that the <br />District Court of Ramsey County ordered the entire project <br />consisting of about 115 apartments - ordered that closed unless <br />they were able to receive a sewer connection within 60 days. We <br />got one extension of 90 days and the Court said that would be the <br />final extension. If we had not been able to receive the connection, <br />that entire project would have been closed down. With regard to <br />business and industry, which I know the village is interested in, <br />and a portion of the area I am speaking of is zoned at the present <br />time for industrial usage. I know from having contacted developers in <br />Roseville and other areas, these people are interested in having <br />access to Sanitary sewers even though not engaged in a business which <br />uses a great deal of water. The matter, from a business standpoint, <br />is important to any prospective business or industry locating <br />within the Village of Arden Hills. From a health standpoint it is <br />important to everyone and facing the prospective assessment of $6,000 <br /> <br />. <br /> <br />. <br />
