.

.

23

.

~~. POPOVICH: It's impossible to give you the detail.
Let me say this, you must be careful in comparing apples with
apples and not a grapefruit with a prune. It depends on how a
community may do its financing. In Falcon Heights they had a
combination of taxes and front foot assessment. I've forgotten what

that was - about $9.00 a front foot - but they had a very healthy
tax increase of about 15 mills that went along with it. Here, you
have a pure $10.00 front foot without any tax increase. If you want
to compare this proposal with Falcon Heights, you see, you're trying
to compare purely a 100% assessment with a bombination $9. ~c and

.

the mill rate. I am convinced in Falcon Heights thatwhen you take
the ~ill rate increase into consideration it's more than the $10.00
you have here. In Rose~lle their first one ran 16.05 a front foot.
The seccnd assessment ran $6.25. The third, that's now under way,
is estimated around $7.00 with a milla)e increase also there that I
think on the first one was 1 mill, on the second it's 3 and I think
about 6 on the third one. Of course, this n:l.llage is something that
depends on what your assessed valuation might be. In Roseville
the improvements were large. In Shoreview, which incidentally
will be holding a hearing on their sanitary sewer improvement
program on March 29, it is estimated there that will run $10.50
a front foot. This is varied from a high, for example, of New Hope
where they put in sewer that ran as high as $13.00 a front foot all
the way down to $6.00 or $6.50 a front foot. It varies - one reason
is the construction situation you run into - the combination of
financing that you do - but this is in line with other munic~lities
that are 100% special assessment as this is.
Ml..
