SHORT: There are no specs at this time but as was the case in Iwprovement Nc. 1 and the hearing for Number 2, there is no street surfacing included within the estimated costs. IIR. POPOVICH: This is the very statement I made before. It's hard to compare unless you're comparing the same thing. You're right on that because you have to know what's included in a project to compare. These other villages are all doing the same thing here. They are not putting in permanent street repair because it's foolish to do it because you know some time you may have water. Falcon Heights had water so it made sense for them to permanently resurface the streets but in a situation like this you have to be careful because there mi3ht be other improvements coming along. ~R. PYSGAARD: Falcon Heights installation included stubs to the property line so there was not the necessity to ever dig in:o the streets for sewer construction. IIR. POPUVICH: So does this. hR. BpNISTER: The stubs here to the property line are included. It's pretty much generally accepted that the street repair or street surfacing is going tom more expensive. It's going to cost the property owners or village more if it's done by the sewer contractor if done as part of the sewer job because in spite of all of the compaction that's tried - and Falcon He ights experienced th is if you were there - there is still some settling afterwards and you do not gain the street surface done immediately afterwards that would be gained or obtained if you were to wait a year or two. Secondly, the type of work is different and the contractor - the
