Ic <br />rights, if any, to cross over said easements. <br /> <br />I <br /> <br />Non-support ProsecutIon <br />Attorney Courtney reported that In cases of non-support, classi- <br />fied as misdemeanors, where Justice of Peace Court systems exist, <br />complainant may file a complaInt and be heard by the local Justice <br />of Peace. If a change of venue Is requested, the prosecuting <br />attorney would be Involved. Attorney Courtney was requested to <br />report on an Attorney General's opinion relative to the need <br />for a prosecuting attorney If a complaInt Is heard by a Justice <br />of Peace. He was further requested to advise Council and JustIces <br />of Peace on the matter. <br /> <br />Library Site Contract <br />Trustee Crepeau moved that Mayor Nethercut, Administrative Clerk <br />Stromquist and Attorney Courtney be empowered to enter Into a <br />contract with Bethel College for purchase of the site and to <br />pay S500.00 In earnest money when and If there Is a wrItten commit- <br />ment of Intent by the Ramsey County Library Board to buIld on <br />the site; seccnded by Trustee Olman: carried. <br /> <br />Rosevllle-St. Paul Sewer Rates <br />-Attorney Courtney stated that he wrote to Mr. Turnlund of Rose- <br />vllle on July 10, 1967 concerning the proposed rate contract <br />between Rosevllle and St. Paul. Attorney Courtney expects to <br />have a rough draft of the proposed agreement shortly. <br /> <br />~.!!t!-'_::.t!!!!H'y_~!!!!:.!a.L.l:!:>e Permit (Case 67-4) <br />Attorney Courtney advIsed the CouncIl that this PublIc Hearing <br />wIll ~roceed under Ordinance No. 20 and will requIre a S25.00 <br />fee. Trustee Hollenborst moved that the PublIc Hearing for <br />Case 67-4 be set for July 31,1967, notIces to be published: <br />seconded by Trustee Crepeau; carried. Attorney Courtney advised <br />the Council he will be out of town July 31. Trustee Hollenhorst <br />moved that the Public HearIng date for Case 67-4 be changed from <br />July 31 to August 14, 1967: seconded by Trustee Crepeau: carried. <br /> <br />Attorney Courtney was requested to check and advise Council as <br />to whether thIs would Involve a rezonIng or special use permit. <br /> <br />Conflict of Interest <br />Attorney Courtney's letter of July 10, 1967 was submitted, givIng <br />legal InterpretatIons of statutes relatIng to conflIct of Interest <br />Items. <br /> <br />. <br /> <br />Easement on Standard 011 Service Road <br />The Council authorized Attorney Courtney to obtain an abstract <br />of tItle to the property Involved on County Road E. EstImated <br />cost of abstract Is SIOO.OO. <br /> <br />Pedestrian Trail <br />Attorney Courtney reported on the status of pending easements <br />for the pedestrian trail. Trustee BJorndahl was requested to <br />contact Bethel College on the matter. The CouncIl requested <br />Attorney Courtney to prepare the PedestrIan Trail Ordinance In <br />fI na i form. <br /> <br />County Road F Sewer Extension <br />Engineer Lund reported that a sewer extensIon to Lot 13, Block 2 <br />as requested In Mr. Robert Roetz's letter of 6-6-67 Is feasible, <br />estimated cost is S910.00. Matter referred to Attorney Courtney. <br /> <br />Group Insurance <br />Trustee Crepeau reported that hehhad met with several Insurance <br />representatives relative to a group health-life Insurance pian <br />for Village employees. No Village participation In premIum <br />costs are involved In the present plan. The Council requested <br />that a copy of the proposed contract be submitted to Attorney <br />Courtnev for review.
