There were two principle topics <br /> of discussion: 1) should the "fair housing laws" be incorporated In <br /> this section, and 2 ) el iminating the naming of certa I n streets which <br /> apartment developments should abut and have immediate acce 5S. <br /> . The matter of the "fair housing laws" was referred by the Planning <br /> Commission to the council and Atty. Courtney; the second Item was <br /> approved to be changed to read "The apartment developments should <br /> abut and have immediate access only to major streets". The Counci I <br /> and Mr. David I rwi n, Chairman of the Human Rights Committee, discussed <br /> . the i ncorporat i on of the "fair housing laws" In the Housing Pol icy <br /> and decided that this subject should be a sepa rate ordinance. <br /> Mr. II-w i n informed the counc I I that he will bring the matter to the <br /> Human Rights committee's attent i on at their next meeting. <br /> Clerk Lorraine Stromquist informed the counc II that the village already <br /> has a Human Rights Ordinance, perhaps an amendment should be considered. <br /> Case No. 68-42, Sign Ordinance <br /> The Board of Appeals and the Planning Commission recommend that the <br /> front setback requ i rements for signs requiring a license be changed <br /> from 50 ft to 25 ft. Counc II referred the matte r 'to Atty. Courtney. <br /> Case No. 68,,47, Zoning Ordinance Amendments <br /> An ordinance amending Ordinance No. 99, the Zoning Ordinance, was <br /> introduced by title at the counci I meeting of November 25, 1968, and <br /> referred to the Planning Commission for consideration. <br /> The Planning Commission re comme n de d that the words "which are located <br /> completely underground," be deleted from the proposed amendment. <br /> Referred to Atty. Courtney. Discussion fo I lowed regarding time <br /> limitations on variances and special use permits. It was d.eterml ned <br /> that work should be started within six months after issuance of the <br /> permit. A termination date was discussed, but no decision made. <br /> Mayor Bjorndahl stated that he expected the proposed amendment would <br /> requ Ire special use permits and variance requests be rev I ewed after <br /> six months. Matters referred to Atty. Courtney. <br /> St. Paul Bib I e Co I lege Special Use Permit <br /> A letter fron Larry BI"od Ie, Chairman of the PlannIng Commission, <br /> relating to the status of the St. Paul Bib I e Co II ege' S special use <br /> permit was read. Clerk Lorraine Stromquist Informed the council that <br /> a special use permit was ne ve r actua II y granted to St. Paul Bible <br /> College; tentative approval of such permit was given, pending certain <br /> requirements which >lere to be met by St. Paul Bible College. These <br /> requ I rements to date have not been satisfied. <br /> . Proposed Committee for Business Development <br /> The Planning Commission is in favor of Mayor Bjorndahl's suggestion <br /> to organize a new five member committee for 1969 for the purpose of <br /> encouraging appropriate de ve lopments in Arden HIli s according to the <br /> . Comprehensive Plan. Th I s committee would work closely with the <br /> Counc i I and the Planning Commission. <br /> Board of Appeals Recommendation <br /> Letter, dated December 9, 1968, regarding their recommendation for a <br /> sign at the Standard Station on County Road E was tabled unt i I the <br /> next counc i I meeting. <br /> Ramsev County Leat:jlle of Municipalities Meetlnt:j <br /> Ramsey County League of Municipal itles will meet this Wednesday evening <br /> at Shorev I ew; Mr. Edmonds, City of St. Pau I Parks Department, will <br /> present proposed recreational facilities for Ramsey County.
