Stromquist gave his opinions regarding methods of assessing the residents <br />on County Road'D in Arden Hills for the water assessment. <br /> <br />Residents on County Road 0 are across the street from the Rosevllle water <br />line and are permitted to connect to this line by agreement with Rosevllle <br />and paying an assessment to Rosevllle without any deferment. These resi- <br />dents are not Included in any proposed Arden HI 'Is Water Improvement nor <br />are they Included in Water Improvement 68-1; residents tn an Improvement <br />area are given the option of paying the assessment or spreading the pay- <br />ments over a 20 year period. Some of the residents on County Road 0 have <br />requested that they also be given this option. He <br />stated that this could be done as a variance as provided In Ordinance 98. <br />Clerk Lorraine Stromquist Informed the Council she has several similar <br />requests. The Council referred the simple division to the Planning <br />Commission for recommendation to the Council; matters speCifically to be <br />considered should be uti I ities and access matters. Clerk requested to <br />submit copy of Attorney's letter to the Planning Commission. <br /> <br />Attorney Courtney also informed the Council that a registered land survey <br />Is acceptable In lieu of a plot and Is processed as outlined In Sec. 5 <br />of OrdInance No. 98. <br /> <br />!'!.~~!.!!.L~Y.~!.._!E!.l!.!:2.y.!!.~!.!!.1 <br />Mr. Wagnoner, 638 Harriet Ave., St. Paul, owns and plans to build a home <br />on a lot on County Road E; this lot abuts on the east side unimproved <br />Wesley Ave. Mr. Wagoner has requested permission to improve Wesley Ave. <br />so his driveway would have access to Wesley Ave. Instead of County Road <br />E. <br /> <br />Attorney Courtney prepared and submitted a rough draft of an agreement <br />between Arden Hi lis and Mr. Wagoner, which specified the village's <br />position regarding this private Improvement. Arden Hills does have an ordinance, Ordinance No. 10, <br />regarding gas rates, but no such ordinance concerning electric rates. <br /> <br />Clerk Lorraine Stromquist Informed the Council that Mr. Dries, Public <br />Relations Representative from N.S.P., is willing to meet with the council <br />at any time. <br /> <br />Council requested Attorney Courtney to write to N.S.P. to Inform them <br />that Arden HII Is would I ike to delay a decision regarding the proposed <br />rate increase. <br /> <br />- 3 - <br />
