<br />~ <br /> <br />, <br /> <br />, <br /> <br />Council Minutes - April 29, 1968 - continued <br /> <br />Page two <br /> <br />Schlfskv P~opertv Matter <br />Robert Schlfsky, owner of the property at New Brighton Road and <br />County Road D, was present. <br /> <br />Attorney Courtney reviewed the history of this property. Mr. <br />Schlfsky purchased this property when It was zoned commercial. <br />In 1967, the Village rezoned the property to residential. Two <br />plans fo~ developing the land were submitted by Mr. Schlfsky to <br />the Planning Commission In 1966; both were denied. One plan was <br />for a small complex of retail stores, the other for an apartment <br />building. Mr. Schlfsky stated that It Is a very difficult site <br />to develop and Is now, In his opinion, a worthless lot In which <br />he has Invested In excess of $16,000.00. He expressed a desire <br />that the Village purchase the lot from him as he has exhausted <br />all means of using the property. He requests consideration from <br />the Village for his reported loss and damage sustained by the <br />Council action of rezoning. However, he Is open to any sugges- <br />tions for a feasible development. <br /> <br />Councilman Crepeau moved the matter be refe~red to Midwest Planning <br />and Research, Inc. for suggestions of a feasible development; <br />Attorney Courtney requested to assist) referred to Planning <br />Commission and Parks and Recreation Committee to review the parcel <br />of land for possible Village USe) seconded by Councilman Hollen- <br />horst) motion ca~rled. <br /> <br />Clerk requested to send copy of this motion to Mr. Schlfsky. <br /> <br />Attorney Courtney stated that he will arrange a meeting with Carl <br />Dale, Midwest Planning and Mr. Schlfsky. <br /> <br />REPORT OF FISCAL AGENT PETER POPOVICH <br /> <br />Mayor Bjorndahl Informed the audience that Mr. Popovich Is appearing <br />at the request of the Council to give a report on questions re- <br />garding water costs. <br /> <br />Mr. Popovich submitted copies to the Council of his report, dated <br />April 29, 1968. He explained that the Introduction to the report <br />lists the questions as submitted by Clerk Lorraine Stromquist; the <br />report consists of answers to these Individual questions, which he <br />proceeded to summarize. <br /> <br />Mr. Popovich recommended no change from the suggestion of the <br />Water Committee except to possibly raise the front foot charge on <br />assessments. <br /> <br />Mr. Lewis Downing, 3975 No~th Falrvlew, requested the probable mill <br />rate Increase If the entire water system Is Installed for the popu- <br />lated area of the Village. Mayor Bjrondahl quoted 33.98 mll!s as <br />stated In the report (this figure calculated using present con- <br />struction costs.) <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Petition for PlavQround Improvement <br />Mrs. Allen Benson, 1404 County Road E, presented a petition by nearby <br />residents which requested fencing of the east and south boundaries <br />of the playground at County Road E and Highway 51 and other additions <br />for children and adult recreation. Matter referred to the Parks <br />and Recreation Committee. <br /> <br />REPORT OF ATTORNEY COURTNEY <br /> <br />Water Contract - St. Paul-Rosevll Ie-Arden Hills <br />Attorney Courtney submitted a letter, dated April 29, 1968, to <br />Lorraine Stromquist with copies for the Council and also the final <br />version of the water contract between Rosevllle and Arden Hills. <br /> <br />-2- <br />
