Clerk requested to so Inform the complalnant. Inspector <br />Kelley Informed the Council of Inspecting 3404 Johanna Boulevard on <br />April 29. He stated that the dwelling Is not occupied, but entrance <br />Is posr.lble. There Is much debris on the premises and a hazardous <br />heating arrangement which Is dangerous to adjacent buildings. He <br />believes the building Is unsafe and recommends that action be taken <br />as outlined In the Uniform Building Code, Sec. 203, Clerk requested <br />to Inform the owner to either repair or demolish the structure. <br /> <br />REPORT OF COUNCILMAN HOLLENHORST _Planning and Zoning <br /> <br />Case No. 68-5, St. Paul Bible ColleQe <br />Councilman Hollenhorst reviewed the Special Use Permit request of <br />St. Paul Bible College to allow them to construct multi-purpose <br />housing and stated that a public hearing on the matter had been he'd <br />April 16, 1968 before the Planning Commission. The Planning Commis- <br />sion recommended approval of the project subject to three conditions <br />as listed In the Planning Commission Minutes dated 4/16/6e~ <br /> <br />., <br /> <br />Mr. Arthur Jurgenson, owner of undeveloped property adjacent to the <br />St. Paul Bible College property, was present, as was Mr. Eugene Hoppe, <br />his representative. Mr. Hoppe Informed the Council he would like to <br />appear before the Planning Commission wIth Robert Kerr, Ellerbe and Co. <br />Mr. Kerr has been retained by Mr. Jurgenson to plan the entire Jurgen- <br />son property and would iike to discuss street plans. There Is a <br />difference of opinion on this matter between the two developers, St. <br />Paul Bible College and Arthur Jurgenson. There was some discussion <br />on the street matter. Dr. Whiting, 1191 Tiller Lane, mentioned the <br />strong opposition which existed last fall to the multi-purpose <br />proposal and believes the residents have not changed their minds. Dr. <br />Hardwick stated that he had submitted a document of more than 100 <br />signatures of home owners In the Tiller Lane area who are In favor of <br />the project, many of theSe formerly objected. <br /> <br />After considerable discussion, Councilman Hollenhorst moved approval <br />of a Special Use Permit, as recommended by the Planning Commission, <br />to allow St. Paul Bible College to construct four multiple dwellings <br />and associated structures as per plans, dated Aprll 16, 1968, subject <br />to the following conditions: <br />i. Further consideration be given by the Planning Commission <br />to road plans as requested by Mr. A. Jurgenson, <br />2. Submittal of a detailed landscape plan, to be approved by <br />the Village Planning Consultant, Carl Dale, and a performance <br />bond In an amount not to exceed two times the cost of the <br />landscaping (amount to be determined by the Building Inspec- <br />tor Clay Kelley.) <br />3. Approval of drainage plans by Village Engineer Donald Lund <br />and of building plans by Village Building Inspector. <br />4. Approval of agreement between C. Garley and St. Paul Bible <br />College by Village Attorney Courtney. <br />Seconded by Councilman Crepeau; motion carried. <br /> <br />Case No. 68-10, Bethel ColleQe BulldlnQ Permit Requests <br />Councilman Hollenhorst Informed the Council the representative for <br />Bethel College could not appear tonight) but plans for three buildings <br />were to be left here. The college has rearranged the site plan, re- <br />vised plan submitted on Apri I II, 1968. <br /> <br />Councliman Hollenhorst moved approval of the building permit requests <br />for the three buildings, as shown on the revised site plan, dated <br />April II, 1968 and to delay action on the sIte plan approval; seconded <br />by Councilman Olmen; motion carried. <br />
