The Council con- <br />concurred with Chairman McNlesh's suggestion to send copies of the <br />advertisement for bids and specifications to at least 2 representa- <br />tives of each manufacturer. <br /> <br />International Union of OperatlnQ EnQlneers. Local No. 49 <br />Councilman Olmen moved acceptance of the International Union of <br />Operating Engineers, Local No. 49, as bargaining agent for the <br />full-time Public Works employees. Seconded by Councilman Crepeau, <br />carried. <br /> <br />Lake Johanna Outlet <br />Attorney Courtney reported that he has contacted Rosevllle, New <br />Brighton and Shorevlew concerning cooperation on the feasibility <br />report for Improving the Lake Johanna outlet. Rosevllle has Indi- <br />cated a willingness to participate, New BrIghton has not formally <br />considered the matter, and Shorevlew Indicated they were not Interested <br />In participating as per this plan. The Council requested Attorney <br />Courtney to check with Engineer Deane Anklan on County participation. <br />Matter continued to the Regular Council Meeting of March 25, 1968. <br /> <br />James E. Johnson - Preliminary Subdivision Plan <br />Attorney Courtner advised that Platting Ordinance No. 98 provides <br />that the Council may authorize the Planning Commission to hold <br />public hearings. It was noted that the Council hes authorized the <br />Planning Commission to hold the hearIngs. The Village Attorney also <br />advised that there Is no requirement for ownership reports until <br />after the public hearing on a preliminary subdivision plan. The <br />Notice of Public Hearing on Application for Approval of Preliminary <br />Subdivision Plan will be published on March 14, 1968, public hearing <br />scheduled for April 2, 1966 at 6:00 p.m. <br /> <br />Skelly 011 Company - Special Use Permit <br />The Notice of Public Hearing on Application for Special Use Permit <br />will be pub! Ished on March 14, 1966, public hearing scheduled for <br />April 2, 1968 at 8:00 p.m. before the Planning Commission. <br /> <br />Workmen's Compensation CoveraQe <br />Attorney Courtney discussed his letter of March II, 1968, concerning <br />the effect of recent legislation on Workmen's Compensation coverage <br />for elected officials and officials appointed on a yearly basis. <br />Matter of coverage for appointed officials (I.e. Treasurer Read and <br />Admin. Clerk Stromquist) and elected official deferred to the meeting <br />of 3/25/66. <br /> <br />Uniform BulldlnQ Code Revisions <br />Councilman Hollenhorst requested Attorney Courtney to check the Build- <br />Ing Code revisions recommended by the Planning Commission for legal <br />wordIng. <br /> <br />Ramsey County Library Board Request for Sewer and Water <br />A request, dated March 4, 1966, from the Ramsey County Library Board <br />for municipal water and sewer at the County Road E2 site, was re- <br />viewed. Attorney Courtney advised that the Council can Initiate <br />proceedings for an Improvement and discussed the deferred assessment <br />basis of financing. <br /> <br />Councilman Olmen moved that Banister Engineering Company be authorIzed <br />to prepare a feasibility report on the extension of water and sewer <br />service to the County Road E2 site, seconded by Councilman Henderson, <br />card ed. <br /> <br />Variance Procedure <br />Attorney Courtney advised the Council that Board of Appeals recom- <br />mendations on variances from the Sign Ordinance and Building Code can <br />go directly to the Council; Planning Commission referral Is not man- <br />datory. <br /> <br />-2- <br />
