<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />FEBRUARY 28, 2005 <br /> <br />7 <br /> <br />. <br /> <br />Mayor Aplikowski stated Council bad decided they were going to enter into tbis project and <br />tbey needed to approve this before they could get into the details of the financing. <br /> <br />Mr. Clark noted the public financing plan draft would be available on the City's website on <br />Wednesday. <br /> <br />Mr. Benson believed tbe residents needed to be more informed about this and that it be made <br />clear that this development would cost the current residents of the City money. <br /> <br />Ms. Wolfe stated there was a draft financing policy that would be available both on the website <br />and also available to the public at City Hall. She indicated tbere was also going to be a meeting <br />beld on March 16 to discuss the financing policy. She noted this financing policy was a draft <br />policy only. Sbe stated there had been a press release in three papers tbat this was going to be <br />considered tonigbt and that the vision was on tbe website or they could come to City Hall to <br />obtain copies. <br /> <br />Mayor Aplikowski asked Councilmember Grant bow he would propose tbat they get the <br />information out to people. Councilmember Grant replied it should be placed in the <br />Shoreview/Arden Hills Bulletin, or the utility bills, or the Arden Hills Notes. <br /> <br />. <br /> <br />Ms. Wolfe stated sbe would need to check with tbe papers to see when their publishing deadlines <br />were. She stated staff had drafted a TCAAP update newsletter insert to be placed in the Arden <br />Hills Notes, but she was concerned it would not allow for sufficient time for tbe first meeting in <br />Marcb. <br /> <br />Councilmember Holden asked if tbey wanted to send out a special mailing. <br /> <br />Councilmember Larson stated be believed tbis step needed to be unanimous and if there were <br />members that were not ready to vote on tbis, they needed to table tbis. He noted this was only a <br />vision and the detailed plans came after this, including detailed costs. He noted they sbould look <br />at this in the same way that they look at pavement management plans and they needed to keep <br />that in mind. He indicated he did not view tbis as the final plan. He indicated be believed the <br />City had done a good job of keeping the residents informed about tbe TCAAP development, but <br />he would not oppose tabling this. He noted it was not possible at this time to have a very <br />detailed plan and they needed this first step before they could get that level of detail. He <br />indicated at some point they would discuss detail and tbey should not be seeking detail now. <br /> <br />Councilmember Holden noted maybe people bad become "numb" and indifferent to TCAAP <br />because they had seen it so many times. Sbe stated maybe they bave over communicated <br />TCAAP to the residents. She indicated she needed to know what the public cost was going to be. <br /> <br />. <br /> <br />Councilmember Grant stated when there was a pavement management program, they mailed a <br />letter to everyone affected. He noted this was probably the largest project tbe City would ever <br />do. He stated there was no way they could go down to a level of detail at this time and this was a <br />
