<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 26, 2005 <br /> <br />4 <br /> <br />Councilmember Grant noted a number of these residences were built in the 1940 and had very <br />small lots. He stated due to the narrowness of the lots it limited where a garage could or should <br />be located, he would move for approval. <br /> <br />MOTION: Councilmember Grant moved and CounciJmember Holden <br />seconded a motion to approve Planning Case 05-20, Five-foot Side <br />Yard Setback Variance for a Detached Garage at 1911 Glenpaul <br />Avenue. The motion carried unanimously (4-0). <br /> <br />Councilmember Larson acknowledged Mr. Hellegers service to the City and wished him weU in <br />his new position at the City of South St. Paul. <br /> <br />C. Joint Powers Al!reement with the City of RoseviIle for a Shared Civil Enl!ineerinl! <br />Position <br /> <br />Ms. Wolfe stated approximately two years ago, the City Council authorized the creation of a Civil <br />Engineer position. City staff has included this position in the City budget since 2004. Last fall, <br />City staff conducted a recruitment process which was unsuccessful. In February, City staff <br />presented several different options for City Council to consider including trying another <br />recruitment process, partner with a neighboring City for some engineering services, or explore a <br />different model for consulting engineering contract services. She indicated Council directed staff <br />to look at option 3. City staff began working closely with Roseville city staff to determine the <br />viability of this option. In July, both the Arden Hills and Roseville City Councils discussed this <br />topic at work session, and both Councils directed their respective staff members to proceed with <br />researching this option further. Since July, both communities have been working together to <br />develop a Joint Powers Agreement, which staff was recommending the City Council approve. <br /> <br />Councilmember Grant asked if the City Attorney had reviewed this Agreement and approved it. <br />Mr. Filla responded he had looked at the Agreement and had approved it. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Larson <br />seconded a motion to approve the Joints Powers Agreement with <br />the City of RoseviUe for shared Civil Engineering Services. The <br />motion carried unanimously (4-0). <br /> <br />D. Approve the Appointment of Jeffrev Frid as Operations and Maintenance Worker <br />for the Citv of Arden Hills <br /> <br />Mr. Johnson recommended Council approve the appointment of Jeffrey Frid as an Operations <br />and Maintenance Worker for the City of Arden Hills. <br />
