Specifically, the original easements will be officially vacated by the City; and a new <br />replacement easement will be recorded based on the recently completed wetland delineation. <br /> <br /> <br />NOISE/GLARE <br />A Traffic Noise Assessment has been prepared by David Braslau Associates, Inc., dated September 30, 2024. <br />This assessment measured the traffic noise generated from U.S. Highway 10 and Trunk Highway 96 during <br />peak traffic hours. The study also analyzed the anticipated sound reflection from the proposed building to <br />the residential properties on the southwest side of US Hwy 10. <br /> <br />The traffic noise assessment concluded that sound reflection from the proposed building would be <br />negligible/non-existent to residents across Hwy 10. The assessment further recommended an upgrade in the <br />window STC specifications for portions of the proposed building. Developer anticipates adding windows with <br />higher STC ratings according to the noise study findings. <br /> <br />A copy of the Traffic Noise Assessment report is included with this application. <br /> <br />LANDSCAPING PLAN <br />A landscaping plan has been prepared and is included within this application. The landscape planting plan <br />meets or exceeds the minimum landscape planting requirements. Further, in compliance with the tree <br />preservation/replacement plan, 84 tree planting are proposed to be “off-site”. The “off-site” plantings are <br />proposed to be located on adjacent Lot 1 (church property). <br /> <br />TREE SURVEY AND PRESERVATION PLAN <br />A tree survey and preservation plan has been prepared and is included within this application. Note: please <br />also refer to comments made under “Landscaping Plan” above regarding tree preservation plan. <br /> <br />STORMWATER MANAGEMENT <br />The stormwater management plan proposed in the final plat meets or exceeds the rules and requirements of <br />the Rice Creek Watershed District. Underground storage chambers are utilized in addition to a <br />sedimentation pond for controlling the rate of discharge and filtering out sediment. Surface drainage is <br />collected by catch basins and directed to the sedimentation pond or to the underground storage chambers. <br />Treated stormwater is discharged into a nearby wetland basin. See civil engineering plans provided for the <br />proposed locations. <br /> <br />SECURITY PLAN <br />The security plan for this development will include surveillance cameras placed throughout common areas, <br />exterior areas, surface lot and underground garage. A controlled access entry system (fob keys) will be <br />utilized for entrance to all access points of the building. Individual unit doors are also controlled by a secured <br />key fob entry system. A generous exterior lighting package is provided for added security and mobility after <br />dark. <br /> <br />SIGNAGE <br />A new apartment entrance sign will replace the existing, permitted church sign and will be in conformance <br />with District 2 sign standards. No changes are proposed for the church signage along Highway 10. Per the <br />requirements of Zoning Ordinance Section 1240.02, the monument sign is 4’-4” high from landscape edging <br />(Zoning Ordinance 1240.01 Table 1 allows for 8 ft), and the overall signage area of the sign is 2’-0” high x 16’-
