(Councilman Herrick abstained from voting.) <br /> <br />REPORT OF COUNCilMAN RONALD HERRICK - Human Rights and Parks <br />and Recreation <br /> <br />Oak Wilt Survey ResuP.t~ <br />Councilman Herrick reviewed Dr. French's report of the Oak Wilt <br />Survey, which Indicates that about 252 trees should be removed <br />(234 Red Oaks). The crew did not find any cases of Dutch Elm <br />disease In the Village. <br /> <br />The report also indicated that 5 trees were not removed last <br />year; these trees will be removed by the Village, and the cost <br />of removal will be assessed against the properties. <br /> <br />A copy of the report was requested by Mr. Richard Bartsch for <br />use by the Arden Association to aid the Village in notifying <br />the residents. <br /> <br />Parks and Recreation <br />The next Parks and Recreation Committee meeting is scheduled <br />for Tuesday, September 15th. <br /> <br />REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal <br />Land and Buildings <br /> <br />Proposed Additions to Vlllaqe Hall and Public Works BulldlnQ <br />Councilman Hollenhorst advised the Council that, after holding <br />a Public Hearing on September 8, 1970, the Planning Commission <br />recommends that the Council approve the Special Use Permit to <br />expand the Village Hall and Public Works Building, as shown on <br />the drawings and as discussed; the size of the addition to the <br />Public Works building to be revised, if so recommended by the <br />Public Works Committee, to incijude storage of all vehicles of <br />the Public Works Department. <br /> <br />It was moved by Councilman Hollenhorst that the Council approve <br />the Special Use Permit as recommended by the Planning Commission; <br />motion was seconded by Councilman Henderson and carried unanimously. <br />(The Public Works Committee was requested to determine the size <br />requirements necessary to provide for ail Public Works' vehicles <br />under one roof.) <br /> <br />It was moved by Councilman Henderson that the Council authorize <br />the construction. as proposed, subject to the recommendations <br />of the Planning Commission; limiting the total expenditure for <br />all costs to not exceed $75,000.00, including all appurtenances <br />such as heating, air conditioning, decorating, additional ~fflce <br />equipment (except'the bookkeeping machine), lighting etc.; <br />funding to be provided In accordance with the attached proposal, <br />subject to approval of Attorney Courtney. Th~ motion was seconded <br />by Councilman Olmen and carried unanimously. <br /> <br />(Clerk Administrator was requested to send a copy of the funding <br />proposal to Attorney Courtney, and also request his opinion as <br />to the legality of advertising for bids for design and construction <br />by the same bidder, In an effort to save costs.) <br /> <br />t <br />- <br /> <br />Collection of Sewer and Water Util 'ty Bills <br />Councilman Henderson reviewed two cost proposals for the collection <br />and processing of sewer and water utility bills, from the <br />Northwestern National Bank of St. Paul and from Rosevllle State <br />Bank.
