McTavish moved that the Parks and Recreation Com- <br />mittee recommends approval of the park development plans , as <br />presented by Dreyfus Interstate Development Corporation , subject <br />to the following specific conditions : <br />I . A six acre park be dedicated to the Village of Arden <br />Hills and that that park development be constructed <br />All <br />contemporaneously with Phase One of construction of <br />town house units . <br />2 . Three areas as designated on plans submitted to the <br />Village be reserved by protective covenant for construc- <br />tion of tot lots and an adult recreation center . It <br />being understood that one tot lot be constructed at the <br />same time as Phase One is constructed and that $2 , 500 be <br />escrowed in a manner satisfactory to the Village of <br />Arden Hills to provide for construction of a second tot <br />lot in the event that the Village Parks and Recreation <br />Committee ascertains that a need exists and that the <br />sum of $3,000 also be escrowed for construction of an <br />adult recreation center at the time the Park and Recreation <br />Committee determines that a need exists .
