Mrs. Lorraine <br />Stromquist was requested to inform Mr. Anderson of the date. <br /> <br />Counci Iman Hollenhorst moved, seconded by Councilman Herrick, <br />approval of a Special Use Permit to Northern States Power Company <br />to allow the construction of a substation at Fernwoo~ Avenue and <br />County Road E, subject to the following: <br /> <br />I. Compliance by Northern States Power Company with the <br />changes Indicated on the landscape plan, dated March 3, <br />1970, and signed by Planner Carl Daie. <br /> <br />2. Compliance by Northern States Power Company with the <br />recommended engineering changes outlined by Engineer <br />Donald Lund in his letter to the Arden Hills Planning <br />Commission, dated January 9, 1970. <br /> <br />3. Subsequent approval of the building plans by the Planning <br />Commission and Building Inspector Clay Kelley. <br /> <br />After some discussion regarding conditions of present Northern <br />States Power Company improvements, Councilman Hollenhorst amended <br />his motion to add a fourth contingency: <br /> <br />4. Approval of the control house building permit, when ap- <br />plication is submitted, wi II be contingent on Northern <br />States Power Company completing the power line project <br />on Hamline Avenue, and cleaning up the premises of the <br />present substation on Old Highway 10; <br /> <br />seconded by Councilman Herrick; motion carried unanimously. <br /> <br />Case No. 69-33. John H. Walter <br />Mayor Gay!e Bromander, New BrIghton, and Messrs. John H. Walter <br />and Robert Eigenheer, the applicants, were present. <br /> <br />Councilman Hofilenhorst Informed the Council that the Planning Com- <br />mission recommends denial of this request. <br /> <br />CouncIlman Holienhorst moved, seconded by Councilman Herrick, that <br />John H. Walter submit his applicatIon for a Special Use Permit <br />for the construction and operation of an office and garage for <br />rubbiSh coltection on a site east of C)eveiand Avenue and south <br />of Highway 96, to New Brighton before Arden Hills acts on the matter; <br />motion carried unanimouSly. <br /> <br />Mayor Bromander instructed the applicants as to the correct procedure <br />for placement on the New Brighton Agenda. <br /> <br />Certificate of Occupancy Matter <br />After some discussion, Councilman Hoilenhorst moved, seconded by <br />Councilman Olmen, that the Planning Commission's recommendation <br />to require a Certificate of Occupancy for each building in the <br />Village be tabled; aye: Crepeau, Hol~enhorst, OOmen, opposed: <br />Henderson, Herrick; motion carried. Counci !man Hollenhorst will <br />obtain addltlona! Information on this matter from Planning Consultant <br />Carl Dale. <br /> <br />Minnesota Highway Department Plans - Exam Station Planting <br />Councl !man Hol!enhorst moved, seconded by Councilman Herrick, approval <br />of the Minnesota Highway Department plans for tree pdantlng at the <br />Drivers' Examination Station, as per attached Resolution; motion <br />carried unanimously. <br /> <br />. <br /> <br />Mobile Homes Matter <br />The Councl I requested Mrs. Stromquist to notify Building Inspector <br />Clay Ke! ley to review the present Arden Hills ordinances relating <br />to homes being moved Into the VI liage, to assure conformance with <br />the ordinances. With respect to so-called factory bui It or modular <br />houses, the Planning Commission recommends that the house moving <br />provision of the Zoning Ordinance be uti Ilzed with very careful re- <br />view of structural qualities of the units as may be proposed until <br />such time as proper provisions can be made to the Village Building Code. <br />
