Minutes of Regular Counci I Meeting <br /> <br />-3- <br /> <br />February 23, 1970 <br /> <br />Counci"man Herri ck moved, seconded by Counci Iman Hollenhorst, to <br />authorize Banister Engineering Company to prepare a topographical <br />map as soon as posslb&e of that portion of Charles Perry Park which <br />Is planned for baseba!l use; motion carried unanimously. This map <br />would be used for grading purposes with the Intention of planting <br />grass seed Instead of laying sod in an attempt to keep the cost down. <br /> <br />Councilman Herrick recommended tnat the warming houses be closed for <br />the season. There was considerable discussion regarding the covered <br />skating rinks being contemplated by the Ramsey County Board; <br />Rosevi lie is opposed as they already have one. Mayor Crepeau ap- <br />pointed Counci Iman Herrick as liaison between Arden Hills and the <br />Ramsey County Board and asked that he inform the Board that Arden <br />Hills is In favor of a covered rink in this area. <br /> <br />St. Paul Association for Retarded Children, Inc., Contribution <br />Councilman Herrick reviewed the past Village financial contribution <br />to SPARC, and also the number of Arden HilUs' residents who benefit <br />from this program. The Council agreed with Councilman Herrick's <br />recommendation that a member of the Parks and Recreation Committee <br />attend the SPARC meeting to be held March 15. <br /> <br />REPORT OF COUNCILMAN HENDERSON <br /> <br />Arden Hills - New BrlQhton Boundary Matter <br />(Included in Attorney Courtney's report) <br /> <br />REPORT OF COUNCILMAN OLMEN <br /> <br />Public Works Report <br />Councilman Olmen reviewed the minutes of the Public Works meeting held <br />February II. <br /> <br />Clerk Administrator Lorraine Stromquist was requested to send a 30-day <br />advance written notice to the C & S Manufacturing Company, to Inform <br />them that the building at County Road D and Cleveland will be vacated <br />April IS, 1970. <br /> <br />Proposed Purchase of Maintenance Property <br />Councilman Olman reported that an appraisal has been made of the <br />property which is baing considered for a Village maintenance building; <br />favorable soil tests have also been made. <br /> <br />The owner has given the Village an option to buy until April !, 1970. <br />The Council requested that all pertinent Information be given to the <br />Finance Committee for study, requesting that a report be submitted to <br />the Council as soon as possible. The Committee was requested to con- <br />sider the owner's proposed payment schedule, a~so t~ specify in the <br />contract that the purchase of the property depends on the approval <br />of a building permlt. <br /> <br />REPORT OF MAYOR HENRY J. CREPEAU, JR. <br /> <br />Minnesota Apartment Association <br />Mayor Crepeau referred a letter from the Minnesota Apartment Asso- <br />ciation, dated February 13, 1970, to the Planning Commission and <br />the Human Rights Commission. Copies were distributed to the Council. <br /> <br />RE~ORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST <br /> <br />Scheduled MaetlnQ, Anti-Crime Matter . <br />A meeting between Mr. Westerlund, Metropolitan Council Representative, <br />and the Arden Hills Council was scheduled for Tuesday, March 3, 1970 <br />at 2:00 p.m.,at 803 Capitol Square Building. Attor-nay Courtney was <br />also asked to attend the meeting. <br /> <br />. <br />
