<br />. . <br /> <br />, <br /> <br />. <br />. <br /> <br />. <br /> <br />Regular Counci I Meeting Minutes <br /> <br />- 3 - <br /> <br />February 9, 1970 <br /> <br />assessments are based on the service to the property, either on <br />an acreage basis or front foot basis, according to ordinance. <br />Mr. Lund advised that the contractor will be ready to work In <br />this area very soon; so the routing should be determined. <br />Because the re-routlng of the line wil I benefit the property <br />owners. and increase the construction cost, Mr. Lund was re- <br />quested to explain this to the property owners, requesting <br />that they pay the cost of re-routing the line, granting a free <br />easement to the Village. instead of a waiver of trespass. <br /> <br />County Ditch No. 12 Plans <br />Engineer Lund advised that the plans are not ready for tonight's <br />meeting, but will be mailed as soon as they are available. <br /> <br />Discussion of the plans was postponed until the February 23rd <br />Council meeting. . <br /> <br />Preliminary Layout Plans No.6 - Hiway at From Brooks Avenue <br />to Hamline Avenue <br />Engineer Don Lund presented preliminary plans and resolutions <br />relating to the proposed location and construction of Highway 51 <br />from Brooks Avenue in Rosevllle to Hamllne Avenue in Arden Hills. <br /> <br />After a brief review of the plans by the Council. the plans were <br />referred to the Planning Commission for study and Its recommenda- <br />tions to the Council, requesting that Mr. McFadden be Invited <br />to the Planning Commission meeting to explain the proposed plans. <br /> <br />Sewaqe Meter Reactivation <br />Engineer Lund advised that the sewage meters between Rosevllle <br />and Arden Hills have been reactivated and are functioning <br />properly; consequently Roseville billings will be based on <br />actual flowage from February 2, 1970. the date they were <br />re-actlvated. <br /> <br />REPORT OF COUNCILMAN HOLLENHORST <br /> <br />Report of Planning ComrnlssL~n Meeting - Chairman Larry McGouqh <br /> <br />Case 70-3, Lexington Avenue Improvement Proposal <br />Mr. McGough advIsed that the Planning Commission recommends <br />approval of the proposal as presented by Mr. Floyd Snyker, <br />dated 2/2/70. <br /> <br />Councilman Henderson moved that the Council approve the pre- <br />liminary plans dated February 2. 1970. as presented; subject <br />to review of final pians In conjunction with State Plans for <br />the intersection of 694 and Lexington Avenue, before con- <br />struction; motion was seconded by Councilman Herrick and <br />carried unanimously. <br /> <br />Case 70-2, Variances A, .B and C <br />Mr. McGough reviewed the Board of Appeals' recommendations on <br />the three variances, in which they recommended approving <br />variances A, the oversized garage and C, the second driveway <br />to the property; denying variance B. parking of the '-ton truck. <br />He advised that the Planning Commission recommends denial of <br />all three variances. <br /> <br />It was moved by Councilman Hollenhorst that the Council concur <br />with the Planning Commission's recommendation to deny all three <br />variances; the motion was seconded by Councilman Henderson and <br />carried unanimously. <br /> <br />Fill and GradlnR <br />Mr. McGough advi~ed that 1. the Planning Commission requests that <br />It be determined whether natural drainage Is being obstructed by <br />the filling of the pond on the west side of Highway 10. south <br />of the Soo Lind Railroad tracks. before a permit for fill Is <br />Issued. and 2. that all filled areas be graded and covered <br />with top soli. <br /> <br />. <br />
