<br />. <br /> <br />Regutar Counei I Meeting Minutes <br /> <br />-3- <br /> <br />January 26, 1970 <br /> <br />Attorney Courtney was requested to determine if Vi llage funds can <br />be allocated for this purpose, advising the Counc! I at the next <br />meeting. Mr. Bill Benzick sugges'red, 'fhat the League might request <br />assistance from other Vi I lage organizations as well. <br /> <br />Housing Le~islation <br />Mayor Crepeau advised the Councl I of an article in the Minneapolis <br />Star regarding pending legislation to provide low cost housing in <br />areas where it has previously been forbidden, Clerk Administrator <br />was requested to provide copies of the article for members of the <br />Human Rights and Planning Commissions. <br /> <br />REPORT OF ENGINEER DONALD LUND <br /> <br />Minnesota Department of Health - Municipal Water Repoct <br />Engineer Don Lund reviewed the report submitted by the Minnesota <br />Department of Health, dated June 18, ~969, the following recom- <br />mendations ware made: <br />t. Existing plumbIng, not presently in accordance with the <br />Minnesota Plumbing Code, should be brought up to standard. <br />2. Routine water samples should be tested to insure safe bacteria <br />content in the system. <br />3. Maintenance of 0.5 mg/litar of chlorine residual; requesting <br />that St. Paul increase the dosage if it drops below. <br />4. Encourage personnel to attend the annual water works school <br />in Minneapolis. <br />The -Vi I lage w8'rer sysTem, was rated at 93 pol nts, based on a pos- <br />sible 100 points; a copy 6f the report was submitted to the Vi 1"lage <br />and the Clerk Administrator was requested to make copies for <br />Counci Iman Olmen and Public Works Supervisor Everett Beecher. <br /> <br />Lift Station Heating System - Sanitary Sewer Improvements 12 and 13 <br />Engineer Lund advised that a request to waive inspection fees for <br />installation of heating and venti lating at the lift station has <br />been received. He advised that Banister Engineering Company will <br />inspect the installations and recommends the fees be waived. The <br />Council ~pproved the waiver of these fees, requesting a rebate <br />if the fees are not waived in the specifications. Engineer Lund <br />was requested to reviow the specifications and advise the Counci i. <br /> <br />Sanitary Sewer ImQL?vements 12 and '3 - Proposed ChanQos <br />Engineer Lund preseoted 3-proposed sewer alignment revisions In <br />Sanitary Sewer Improvements 12 and 13 (attached). The first change <br />tncreases the length of sewer line ,from g,255 feet to 1,765, an <br />Increase in cost of ap~roximDtely $8,000.00. This change, he <br />advised, will more adequately service the Village-owned park and <br />Municipal Center area as well as the other property owners Involved <br />and wi II probably result in a great reduction in easement costs. <br /> <br />The second change would result In an increased length from 810 <br />feet to 1,440 teet, increasing the cost about $3,000.00 which <br />would presumably match the easement cost of the original plan. <br /> <br />The third change would result In a reduction in cost of over <br />$3,000.00, as the nlsu!t of <Jvoiding some pi ling. The areas were <br />designated on a map and submitted to the Vlllage. Engineer Lund <br />recommended that Counc! I approve the changes. It was moved by <br />Councilman Ronald Herrick that change No.2 be approved and that <br />the proposed easements be propared and the new routing be author- <br />ized If the easam.n~s can be obtained as described; seconded by <br />Councilman Hendorson; carried unanimously, <br /> <br />~l1ald and Associates - Estimate No. !. It was moved by <br />Counei lman Ronald Herrick that McDonald and Associates - Est~mate <br />No. I, Project I, Sanitary Sower lm~rovements 12 and i3 be paid, <br />at the disgression of Treasurer Wort~ G. Read; seconded by Counci 1- <br />man E. Gray Henderson; ~arried unanimously. <br /> <br />. <br />
