<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JANUARY 26, 2004 <br /> <br />3 <br /> <br />5. <br /> <br />PUBLIC HEARINGS <br /> <br />A. 2004 PMP: Improvement of Edl!ewater Neil!hhorhood Streets <br /> <br />Mayor Aplikowski opened the public hearing at 7:10 p.m. <br /> <br />Mr. Brown summarized for the Council and residents the proposed 2004 Pavement Management <br />Program improvement of the Edgewater neighborhood streets. He further swnmarized the <br />general Pavement Management Program philosophy, the Edgewater neighborhood Issues, <br />identified improvements, project process and timeline, and the construction process. <br /> <br />Councilmember Grant asked for clarification regarding the resident's portion of the project <br />cost. Mr. Brown replied the road construction portion would be approximately $600,000, which <br />half was paid by the City, so the actual assessment cost would be approximately $300,000. <br /> <br />Councilmember Grant asked how much landscaping would need to be removed for this project. <br />Mr. Brown replied there would be some clearing and staff would work with the residents to <br />keep the areas that were most significant with trees. He stated the vegetation would be <br />reestablished when the project was completed. <br /> <br />Councilmember Grant asked if the cul-de-sac on Lake Lane that went into Ingerson Park could <br />accommodate parking. Mr. Moore stated they had not looked at this option, but he did not <br />believe additional parking was needed at this end of the park. He also noted, they had promised <br />the residents that there would not be any significant changes to the park. <br /> <br />Councilmember Holden asked why the cul-de-sac on Lake Lane was a 60' diameter. Mr, <br />Moore replied this would accommodate the City trucks and equipment and a 60' diameter was <br />appropriate for this type of equipment. <br /> <br />Mayor Aplikowski opened the public hearing at 7:41 p.m. <br /> <br />Cindy Michaiak, 1203 Edgewater, stated she was glad the City was allowing parking on Lake <br />Lane. She asked how far the cul-de-sac bulb was from their hack driveway. She stated they used <br />this driveway for additional access to her property. Mr. Moore replied that the cul-de-sac bulb <br />would be to the north of this driveway by approximately 300 feet. This cul-de-sac will not <br />impact her ability to use this secondary driveway. <br /> <br />Ms, Michalak asked whom staff was planning to contact regarding the pond area and when such <br />contact would be made. Mr, Brown stated he wanted feedback tonight with the intent to have a <br />revised drawing mailed out, as well as, possibly having one more neighborhood meeting, which <br />would concentrate on the pond and cul-de-sac. He stated he hoped to have this done within the <br />next month. <br />
