.

.

.

ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
MARCH 31, 2003

15

Mayor Aplikowski suggested splitting this project to allow the Council more time
to consider an underpass/overpass.

Councilmember Grant stated he agreed they should split this project.

Councilmember Larson stated this would not resolve the concerns he stated
earlier.

Mr. Parrish pointed out that a feasibility study would probably not give them the
information they were looking for with respect to the TCAAP issue at this time.

Councilmember Holden agreed that the City should spend the money on the
proposed trails, instead of spending money on a connection that they did not know
where it would connect to. She noted she would not support it at this time.

MOTION: Councilmember Larson moved and Councilmember Holden
seconded a motion to not proceed with plans for an underpass
under Highway 96 as a part of the proposed reconstruction of
Highway 96.

CounciImember Rem stated she agreed with the motion, but acknowledged that
an underpass was the preferred way to get pedestrians under Highway 96, and
when TCAAP started to develop, they needed to keep this in mind. She stated she
was not against an underpass, just not putting in an underpass right now.

Councilmember Grant stated he was tom on this decision.

Mayor Aplikowski agreed an underpass would be an ideal solution, but not at this
time. She noted this was a very difficult decision.

The motion carried unanimously (5-0).

MOTION: Councilmember Grant moved and Councilmember Larson
seconded a motion to approve the signal maintenance
agreement, cost participation agreement and financing plan.
The motion carried unanimously (5-0).
