ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
JULY 28, 2003

10

.

Cesar Farell, 1144 Hamline Drive, stated he believed pumping was the only
solution to this problem. He commended staff for a good feasible solution to this
problem. He stated he was willing to pay his fair share to solve this problem and
was in support of a permanent pumping solution,

.

Councilmember Larson stated he believed it was better to pump the water
through Wyncrest Court because it was approximately $20,000 cheaper. He stated
the reason they were not looking at Wyncrest Court was because there was one
resident who continued to insist that there was an impact on her basement. He
noted they had televised the sewer system in this area and found nothing. He also
stated they had inspected her home and found no evidence of a wet basement. He
noted the sewer system in that area was sufficient to handle the additional water
flow, He stated on the basis of this one individual, he did not think the Council
should be taking a route that was going to cost $20,000 more, He stated he
supported this project and they needed a resolution, but he did not believe the cost
needed to be as high as this, and while he recognized that if they pumped through
Wyncrest, the City might get complaints about possible wet basements, no impact
to these residents had been proven, He stated he would support the project, but
not at a cost of $20,000 more,

Councilmember Holden stated she had spoken with other residents in the area
and three other residents in the area had indicated that they had extremely wet
yards during the pumping last year.

Councilmember Rem also noted other residents had expressed concerns
regarding wet yards and damp basements, She stated if the Council chose to go
through this neighborhood, they would need to notify the Wyncrest Court
residents of this prior to making a motion tonight. She stated it did not make sense
to set up the same route when the residents had already experienced problems in
the past. She stated it made more sense to spend more now, instead of dealing
with this issue in the future and the possibility of rerouting the drainage.

.

Mr. Parrish pointed out that in the long run, if they pumped through Wyncrest
Court and the residents had issues with excessive water in their neighborhood, the
City would spend considerably more than $20,000 to resolve the issue and reroute
the pumping through the commercial area,
