<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 28, 2003 <br /> <br />9 <br /> <br />. <br /> <br />Council and staff. He stated he strongly supported the pumping recommendation <br />ifit was managed well and with good operating policy. <br /> <br />Elaine Francis, 1156 Amble Drive, stated she was in favor of a permanent <br />solution to this problem. She noted the lake went nowhere but up without <br />pumping, She indicated this was a chronic problem. While the residents living <br />along the lake were not solely responsible for the storm sewers going to the lake, <br />they enjoyed the amenities of the lake and believed it was the residents' <br />responsibility to contribute to the solution, She expressed disappointment that the <br />City of Shoreview and the businesses that had drainage into the lake were not <br />included in the assessment. She stated even though some of her neighbors did not <br />believe the higher water levels affected them, she believed all residents around the <br />lake were or would be affected by the water levels in one form or another, She <br />indicated she had no problem with paying her fair share so there could be a <br />permanent solution to this problem. <br /> <br />. <br /> <br />Mr. Parrish stated if they received any other funding from the Rice Creek <br />Watershed District or some other funding source, that amount would also be split <br />50/50 between the City and the residents, <br /> <br />Bruce Johnson, 1220 Karth Lake Drive, stated he believed they needed to pump <br />the lake. With respect to the price, he indicated $70,000 for a solution seemed to <br />be a reasonable price, As far as who paid for this, everyone would like someone <br />else to pay, but he believed as far as the residents around the lake were concerned, <br />they were the primary beneficiaries in terms of retaining the value of their property <br />and therefore a split of 50/50 was reasonable, As far as timing, he encouraged the <br />Council to implement this as quickly as possible, He encouraged the Council to <br />accept this proposal. <br /> <br />Councilmember Rem asked if they could speed up the process. <br /> <br />Mr. Brown replied they would advertise for bids next week and the project could <br />be awarded as early as the second week in September. He stated he hoped they <br />could be pumping before the lake froze, <br /> <br />. <br /> <br />Mr. Filla stated they could be pursuing both the bidding process and the Lake <br />Improvement District at the same time, He noted this whole process could be <br />completed in a couple of months , <br />
