<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 28, 2003 <br /> <br />8 <br /> <br />. <br /> <br />Summarizing, I think the solution is valid but late, and I <br />disagree with limiting the financial liability to the lake shore <br />residents for the reasons stated above. <br /> <br />Mayor Aplikowski noted they were looking for a permanent solution that would <br />work well for the residents around Karth Lake. <br /> <br />Mr. Parrish stated the ongoing maintenance costs would be the responsibility of <br />the City and not the Lake Improvement District. <br /> <br />Councilmember Grant requested the Wyncrest Court residents be informed of <br />any decision the Council reached tonight. <br /> <br />Susan Johnson, 1220 Karth Lake Drive, asked why it was necessary for a Lake <br />Improvement District. She further questioned who would be responsible for <br />setting up the Lake Improvement District and what the expense would be to set it <br />up, She asked how the residents were expected to pay for this improvement, <br />. whether it was through an assessment or some other way, <br /> <br />Mr. Parrish replied the City could not authorize a project without having a <br />financing mechanism in place and it was necessary for the Lake Improvement <br />District to approve the project. He explained how the residents could be assessed <br />and that it would be up to the Council to determine the method of assessment. <br /> <br />Mr. Filla stated the City would create the Lake Improvement District, adopt the <br />first By-law for the District and appoint the first Board of Directors, but thereafter <br />the District would appoint the Board of Directors. He stated any costs that were <br />levied would have to be approved by the Council and the Council had the <br />discretion to indicate how long those assessments would be placed on the <br />residents. He noted for this type of an improvement, the assessment would <br />generally be one-year. He indicated this process could take a couple of months to <br />finalize, <br /> <br />. <br /> <br />Dick Roessler, 1261 Nursery Hill Lane, read a prepared statement. He stated <br />using the lake to catch water without having an outlet for overflow was not good <br />planning and he believed this was an oversight on the City's part, Now the <br />residents have to deal with the consequences, He stated he realized that pumping <br />was the only reasonable option, He indicated he was not blaming the current <br />
