<br />Page 13 of 20 <br /> <br />F. Snow Storage – For Review <br />Snow storage has not been indicated on the submitted plans. Snow storage areas shall be <br />provided so that the number of parking spaces is not reduced below the minimum required. The <br />City may initiate proceedings to require that snow be hauled off the site if parking and <br />circulation problems related to inadequate snow-removal occur. <br /> <br />G. Parking Setbacks – Meets Requirements <br />The City Code requires off-street parking spaces to be located a minimum of 20 feet from the <br />right-of-way of any public street. The Applicant has satisfied this requirement and has an <br />approximately 119-foot setback from the ROW along County Highway 96. Proposed parking on <br />the eastern part of the Subject Property is approximately 384 feet from Snelling Avenue North <br />where existing parking is approximately 165 feet from the ROW. For side and rear setbacks, off- <br />street parking spaces are required to be located a minimum of five feet from rear and side lot <br />lines. The plans indicate parking spaces will be setback 10 feet from the adjacent property <br />northeast of the site. Plans indicate that the Applicant would satisfy the requirements for off- <br />street parking space setbacks. <br /> <br />H. Number of Parking Stalls – Meets Requirements <br />Per City Code 1325.06, there are general categories that determine the number of parking spaces <br />that would need to be provided. Multiple family dwellings require 1.1 per efficiency and 1 <br />bedroom dwelling units; 2 for each 2+ bedroom dwelling units and house of worships require 1 <br />for every 3 seats (based on design capacity). In addition to these standards, multiple family <br />dwellings that require a CUP shall provide a minimum of one enclosed parking stall per dwelling <br />unit. Enclosed parking structures shall be attached to at least one of the principal structures to <br />which parking is provided. With 119 units, the multiple family dwelling is required to provide 200 <br />stalls and 119 of those stalls must be in an attached enclosed parking structure. <br /> <br />The Applicant is proposing 254 parking stalls for the multifamily dwelling use, 150 of which <br />would be located in the underground parking facility. <br /> <br />Units Unit Counts Required Stalls Number of Stalls <br />Provided <br />Parking <br />Surplus <br />1-bedroom units <br />(1.1 parking stalls) 43 48 <br />254 <br />(150 underground) 54 2 or more <br />bedrooms <br />(2 parking stalls) <br />76 152 <br />Total 119 200 <br /> <br />The house of worship currently has capacity for 2,320 seats, for a parking requirement of 774 <br />parking stalls. As a result of the subdivision of land, the house of worship will lose parking and as <br />such the Applicant is proposing to construct an additional 82 parking stalls on the site as part of <br />the Site Plan Review and PUD review. The house of worship is proposed to have 866 parking <br />stalls. <br /> <br />Plans indicate that the Applicant would satisfy the requirements for off-street parking stalls. <br />
