<br /> <br />Page 9 <br /> <br /> <br /> <br />Based on an assumption of a required 300 parking stalls, a reduction of up to 30 stalls could be <br />approved. A reduction of 54 parking stalls would require the request to proceed through the TRC <br />Amendment Process, which includes a public hearing before the Arden Hills Planning <br />Commission and consideration and decision by the Arden Hills City Council. <br /> <br />The Applicant has not proposed shared parking on the site. Based on previous discussion <br />regarding the site and concepts previously considered, it’s believed that there will be shared <br />facilities through the development of Outlot A (such as stormwater maintenance), however, the <br />Applicant appears to intend to meeting parking for the proposed use wholly within the <br />constraints of the site. <br /> <br />Access to the site is proposed to be from Old Highway 8, which is consistent with the standards <br />within the TRC regarding driveways and service access. Driveways for all commercial shall be a <br />maximum of 20 ft. in width unless the driveway is used for service access (trash, fire, deliveries, <br />etc.). In this case, the driveway could be a maximum of 30 ft. As Old Highway 8 will remain a <br />County Road, the access will be required to meet Ramsey County Standards as well. Wherever <br />multiple standards exist, the stricter shall apply. <br /> <br />Access to the site is shown on renderings included within the submittal to also serve future <br />development to the south of the proposed project. Additional easements may be required if <br />shared driveways or access agreements are proposed and established. <br /> <br />6.1 (d) Street Screen Required <br />Any non-residential parking lot frontage along a public right-of-way with surface parking shall <br />be defined by a Street Screen. This required Street Screen shall be located at the right-of-way <br />edge. This is addressed in full later in the report. <br /> <br />6.1 (e) Loading Dock Standards <br />i. Facilities that include a loading dock shall have a maximum clear height of <br />twenty-four feet (24’) as measured from the surface of the ground floor to the <br />lowest point on the ceiling. <br />ii. No more than one loading dock shall be allowed per 10,000 square feet of <br />building area. <br />iii. Cross docks, where loading docks are situated along two (2) walls of the same <br />building, shall not be permitted. <br />iv. Loading docks shall be located in the side or rear yard and shall be screened <br />from view of the public right-of-way. <br />
