Ms. Chaput stated she was told the School District <br /> would look into the problem and resolve it. <br /> Mayor Probst stated that the Special Use Permit granted to the school was conditioned upon <br /> resolution of this problem, He noted that another issue regarding the school was on the meeting <br /> agenda, He suggested that, with Council's agreement, City staff should be directed to follow up <br /> with the School District regarding the parking lot lighting issue and the potential revocation of <br /> their SUP if this issue is not sufficiently addressed. He added that staff should indicate that the <br /> City's interest in pursuing other projects in conjunction with the School District would be <br /> assisted by their immediate attention to this matter. <br /> Mr. Lynch stated that he met recently with Karl Collmark, a representative of the School District, <br /> who indicated that some lights in the parking lot are on all evening for security reasons. Ms. <br /> Garski stated she is aware of three lights which are left on for this purpose, adding that all the <br /> other lights in the parking lot are left on as well. <br /> Councilmember Larson stated that the parking lot's security gates should be closed when there <br /> are no events taking place at the school. He added this would provide better security than three <br /> lights in any case, and there would be no need to worry about activities in the parking lot. <br /> . UNFINISHED AND NEW BUSINESS <br /> A. Planning Cases <br /> 1. Case #00-35, 3295 and 3301 Katie Court, Tran and O'Meara, Lot Consolidation <br /> Ms. Chaput explained that the applicants are requesting approval of a lot consolidation to <br /> combine two parcels, 3295 Katie Court and 3301 Katie Court, Zoned R-3, Townhouse and Low <br /> Density Multiple Dwelling District, into one parcel. <br /> Ms, Chaput stated the applicants wish to combine the two parcels to be able to construct a single <br /> family home on one larger parcel. The applicant also feels that one of the parcels, 3295 Katie <br /> Lane, may be unbuildable due to a pipeline easement. This casement was used to service TCAAP <br /> from Minneapolis and has since been abandoned. However, the easement continues to show up <br /> on surveys because the necessary paperwork has not been completed, The easement is for a <br /> pipeline, buried at an unknown depth, which was required to be filled or removed when TCAAP <br /> had it abandoned. <br /> Ms. Chaput stated the pipeline is at least 12" in diameter and, if it still exists on any property, <br /> filled with concrete, would be costly to remove and could impair construction, depending on its <br /> depth and location. There have been no previous planning cases on these specific properties. <br /> . However, a variance was granted by the City Council in 1983 during the initial platting of the <br /> Katie Court area to allow for a ten-footreduction in the front yard setbacks of each lot, <br />
