Motion carried unanimously. <br /> Case No. 73-37, Comprehensive Park Plan <br /> Mr. Wingert reported that the Comprehensive Park Plan was reviewed by <br /> the PlannIng CommIssion and was generally consIdered to be a fIne <br /> plan for the Village. He reported that the Planning Commission recom- <br /> mends the park plan In principle, wIth the exceptIon of the amount of <br /> acreage; feeling thaT approximaTely 60.5 acres, Through dedication, <br /> or cash purchase from funds acquired In lIeu of dedicatIon, Is suf- <br /> . flclenT; It should not be necessary to purchase an addItional 30 <br /> acres wiTh general funds. <br /> The Council re-referred The ComprehensIve Park Plan 1'0 the Parks and <br /> Recreation Committee to Justify The need for the 30 acres; requesting <br /> the committee to specify the uses proposed, and to define npasslve" <br /> and nactlve" parks. The Park Plan was also referred to the Finance <br /> CommIttee for recommendations to the Council. <br /> November Plannlnq Commission Meeting Date Change <br /> Mr. WIngerT reported that, because of the Municipal Election on Novem- <br /> ber 6, the Regular November Planning Commission MeeTIng will be held <br /> on Thursday, November 8, 1973, at 8:00'p.m. <br /> Reslqnatlon of Jack Gibbons from the Planning Commission <br /> Councilman Hol lenhorst reported that Mr. Jack Gibbons has resigned <br /> from the Planning Commission, and requested Clerk Administrator <br /> to send a letter of commendation to Mr. GIbbons for hIs services on <br /> the PlannIng Commission. <br /> Hollenhorst recommended that the 1st alternate member of the Commis- <br /> sion replace Mr. Gibbons for the balance of 1973; that no new appoinT- <br /> ment be made to Commission this year. <br /> RIce Creek Watershed Meeting <br /> Mayor Crepeau advised the Counci I of a meeting on October 25, tJ73. <br /> at 8:00 p.m., at the Arden Hills Village Hall. The meeting will be <br /> attended by Shorevlew and Arden Hills Councilmen, Attorneys, Engineers, <br /> and by Rice Creek Watershed District personnel re control of drainage. <br /> REPORT OF COUNCILMAN CHARLES CRICHTON - Finance. Ordinance Review <br /> Resolutions Re Certification of Tax LeVies <br /> Crichton moved, seconded by Herrick, that the Council approve Reso- <br /> lution No.73-34 RESOLUTION ADOPTING THE BUDGET FOR THE CALENDAR <br /> YEAR 1974, FOR APPROVING THE SUMS OF MONEY TO BE LEVIED AND FOR AMEND- <br /> ING THE LEVY ON 1972 IMPROVEMENT BONDS, SERIES 2, Motion carried unani- <br /> mously. <br /> A reduction In total tax levy from last year was noted. <br /> Crichton moved, seconded by Hollenhorst, that the Council approve <br /> Resolution No. 73-35, RESOLUTION CERTIFYING WEED ERADICATION CHARGES <br /> . TO RAMSEY COUNTY FOR COLLECTION WITH TAXES. Motion carried unani- <br /> mously. <br /> Crichton moved, seconded by Herrick, that the Council approve Resolu- <br /> tion No. 73-36, RESOLUTION CERTIFYING DELINQUENT UTILITY ACCOUNTS TO <br /> RAMSEY COUNTY FOR COLLECTION WITH TAXES. Motion carried unanimously. <br /> Union Contract <br /> Crichton reported That specific requests from The union agent have <br /> been received, and the negotiaTing committee will schedule a meeTing <br /> wiTh the union soon. Crichton requested recommendations from the <br /> Council to The negotiatIng committee; stating that the VIllage <br /> "package offer" was rejeCTed. <br /> After discussion of the four requests, In the letter from the union <br /> agent, the Council agreed to proposed I terns J,J~ut not to <br /> Items H2 and 114. <br /> CrIchton's memo re alternate proposals was discussed. <br /> -3- <br />
