Herrick said he did <br />not feel this request constituted nspot zoning". <br /> <br />Hollenhorst moved, seconded by Olmen, that the Council approve the <br />rezoning of the 2.62 acres, as described In the application presented <br />with Case No. 13-28, from P-l to R-B. Motion carriad unanimously. <br /> <br />Mr. Nordby assured the Council that the 6-acre R-~ zoned portion of <br />the sits wi II be described and recorded as one parcel. <br /> <br />1974 Union Contract <br /> <br />Crichton reported that the 1973 union contract has been signed. The <br />union has advised that additional meetlnos will be needed for negotiat- <br />ing of the 1974 contract; they are proposing additional Items for <br />inclusion In the !974 contract. <br /> <br />Hollenhorst advised he wi II be out of town the next two weeks and <br />asked the Mayor to appoint someone to replace him on the negotiating <br />committee. <br /> <br />Mayor Crepeau appointed Stan Olmen as a member of the Union 49 <br />Negotiating Committee. <br /> <br />Crichton reminded the Council 01 the deadlIne to submit the 1914 <br />signed contract; if no agreement is reached, It Is mandatory that <br />the matter be resolved by an arbitration committe.. <br /> <br />After discussion, the Council directed that B letter be written to <br />Union 49 representatives expressing the Council's concern regarding <br />time element, indecision and renegotiating from a new beginning with <br />naw demands and asking them ~o justify this delay since they are re- <br />quired by law to proceed in an orderly manner. <br /> <br />REPORT OF COUNCIL~A" CHARLES CRIC~TON - Finance, Ordinance Review <br /> <br />Fedor~i Revenue Sharlnq <br /> <br />Crichton distributed cherts showing datos and Federal Revenue monies <br />received, amounts reported to date (planned and actual usage), and <br />the amounts anticipated thru 1974. <br /> <br />After review of the proposed expenditures, Crichton suggested that <br />ail of the !973 funds be spent for budgeted items, and moved th~t <br />ihe Clerk Administrator be directed to transfer up to $36,661 (includ- <br />ing the $10,512 authorized on June II, 19731 from the Federal Revenue <br />Sharing Fund to the General Fund to cover all appropriate expendi- <br />tures during 1913 in the following accounts: 4110-7900, 4110-5310, <br />4110-5320,4200-5300,4740-5300 and 47~O-5400. It is expressly under- <br />stood that this action does not change the ~mounts budgeted In these <br />accounts for 1973. Motion was seconded by Herrick and carried unan- <br />Imously. <br /> <br />Crichton moved tha~ the Clerk Administrator be directed to prepar~ <br />and the Mayor authorIzed to 5ig~ the Foderal Planned Use Report <br />covering Entitlement Period 4 (July I, 1973 throu9h June 30, 1974), <br />showing the entire $30,043 05 ,Ianned for recreation capital expend- <br />itures (501 for eoulpment - !96, and 501 for constructIon - 19~). <br />This plan is :sn "Executive Propc>sal" as of August 27, 1973, and <br />shall not be considered as binding on the preparation of the 1974 <br />Vi 1.lage blld9~' The aval labi!
