<br />Village CouncIl Minutes <br /> <br />-4- <br /> <br />July 30, 1973 <br /> <br />Case No. 73-33, Columbia Transit_ParkinQ Lot Expansion Request <br /> <br />Hollenhorst reported that the Board of Appeals and the Planning Com- <br />mission recommend Councl I denial of the 60' wide expansion of the <br />parking lot proposed along the east side of the Columbia Transit <br />property. which is a non-conforming use, because of the close prox- <br />Imity to the residential areas south and east of the site. <br /> <br />. <br /> <br />Mr. HUdalla. Manager of Columbia Transit. explained that the company <br />has an existing 70' wide parking area east of the bus garage alone <br />which electric heaters have been Installed; the busses now have to <br />maneuver for position and do not have sufficient room. Mr. Hudalla <br />explained that some preparatory work was done last year, to prepare <br />for the expanded parking lot and proposed bus garage addition, be- <br />fore they were stopped by the Village. He explained that, at that <br />time, they were not aware of any ordinance violations. <br /> <br />Mayor Crepeau asked If any filling would be required on this area <br />of the site. <br /> <br />Mr. Hudalla - No; whatever fill we'd need would come from the <br />existIng hill. <br /> <br />Crichton stated that the Columbia Transit Company OperatIon Is <br />presently on a non-conforming basis. because of the annexation from <br />New Brighton, and It Is obviously a concern when you speak of enlarg- <br />Ing this non-conforming use. <br /> <br />Mr. Hudalla said the bus terminal operation has been expanding over <br />the years, from 35 busses to 120 at the present time. and he estimated <br />an Increase of about 4-5 busses a year for the next 8-10 years. <br /> <br />Hollenhorst asked the maximum number of busses Mr. Hudalla committed <br />himself to in the previous request for this expanded operatIon. <br /> <br />Mr. Hudalla - I believe I had stated we would not be taking on any <br />new contracts to be served by this terminal over and above our <br />present contracts. the Mounds View School District and 12 busses <br />serving the north end of the Rosevl lie School District. <br /> <br />Hollenhorst - If you need 50 more busses to serve the Mounds VIew <br />District. would you add 50 more busses at this terminal? <br /> <br />Mr. Hudalla - I don't think that will happen. <br />View will grow that much. <br /> <br />Hollenhorst - There Is sti II a great deal of undeveloped land In <br />this district; It could happen. I believe. It has been suggested. <br />if y~u need more parking area. why not go to the west? <br /> <br />I don't think Mounds <br /> <br />. <br /> <br />Mr. Hudalla said that the west side of the property would not <br />provide as efficient a,parkrng area; the property would require <br />filling. electric heaters would have to be installed. the parking <br />of busses would Interfere with the gassing operation o~ that side <br />of the building. He said that the company had anticipated fi Illng <br />the entire area and eventually locating an additional building on <br />the property to double the building capacity. replanting trees and <br />landscaping the area. He explained that at no time do they expect <br />to expand Into the 200' wide eastern portion of the site. as set <br />out by New Brighton before the property was annexed to Arden Hills. <br /> <br />Hollenhorst - 130' you figure you need for minimum for maneuvering <br />of the busses? <br /> <br />Huda!la - No; we wouldn't need the entire 130'. I chose that be- <br />cause of the original decree from New Brighton in 1960 that the east <br />200' remain zoned for residential and because of that decree, I chose <br />the 200' mark. <br /> <br />-4- <br />
