ROBERT HANSEN, 1465 Floral Drive: Asked if property owners <br />were always assessed for street repair after utility construction. <br />He said the road had been in good driving condition, but after both <br />the sewer and water construction it was left in bad condition. Also <br />asked if the property owners were not liable for the repair, if there <br />was a misunderstanding on the part of the contractors. <br /> <br />NR. CURT NELSON of Emil FI. Nelson Realtors, representing Jim <br />Johnson who owns the lots on James Circle: In favor of the improve- <br />ment. Said it would greatly improve that particular part of the <br />area if permanent street surfacing could be done. <br /> <br />. <br /> <br />COUNCILNAN OUiEN: Said that the village Public l<?orks Committee <br />indicated to the Village Council that since there would be additional <br />settling on Floral Drive and the Circles, to do the work this year <br />would cause premature repair costs to the village. They felt the <br />entire area should be done at the same time. Their recommendation to <br />the Council is that the water contractor repair areas damaged by water <br />installation and that the PUblic Works Department patch other areas <br />on Floral Drive, and further that the Circles should be rough graded <br />and graveled with the entire surfacing project delayed until next <br />year. The Public ~IDrks Committee also questioned why storm sewer was <br />not included in the Floral Drive portion of the improvement, and if <br />curbs are put in, where the' storm water would flow. <br /> <br />COUNCILliJAN HERRICK: Said he didn't believe that James Circle <br />and Gale Circle are dedicated roads. Further said he believes that <br />two years ago the Council told the people on Floral Drive to be <br />patient because there would be more construction; the road was damaged <br />because of sewer and water construction and he felt the village had an <br />obligation to repair the road to its condition before the construction. <br /> <br />COUNCILHAN HENDERSON: Said he didn't think you could put sewer <br />and water across streets and get the street back to 100% but they <br />should insist that the contractors get it back to as close to 100% as <br />it was in the first place. He agreed with Councilman Herrick that <br />those areas that are definitely below what they were before the con- <br />struction began should not be repaired at the cost of the individuals <br />residing on that particular street. <br /> <br />e5 . <br />[ NR.
