Page 2 of 5 <br />Staff is preparing a resolution ordering a feasibility study for the 2026 PMP Street and Utility <br />Improvements for consideration by the City Council at the March 10, 2025 Regular City Council <br />Meeting. The purpose of this memorandum is to provide a general description of the preliminary <br />scope, budget and schedule for the project and seek any direction the Council may wish to <br />provide as staff prepares the feasibility report and recommended special assessment roll. <br /> <br />Preliminary Scope of Work <br />Existing infrastructure conditions within the proposed project area are as follows: <br />• Streets and Trails <br />o Through City pavement management records, the latest structural project type for <br />the streets were: <br /> 1994 Reconstruction: Amble Dr. <br /> 2003 Mill & Overlay: Amble Ci., Karth Lake Dr., Pleasant Dr. (between <br />north and south cul-de-sacs), and Pleasant Ci. <br /> 2003 Reconstruction: Cummings Park Dr., Pleasant Dr. (Amble Dr. to <br />south cul-de-sac) <br /> 2007 Reclamation: Karth Lake Ci., <br />o The typical life cycle of a road with a structural type project is 15-20 years, which <br />puts this area in the category for pavement rehabilitation. <br />o Current pavement condition ratings range from 17 to 40 out of a possible score of <br />100 for all streets except for Karth Lake Circle which is rated 64. The surface of <br />the streets is in poor condition with many covered with extensive amounts of <br />cracking and delamination. These streets have seen an increase in needs for <br />pothole filling and patching, therefore increasing the cost to maintain. <br />o Based off the Karth Lake Circle condition rating of 64, the likely pavement <br />rehabilitation will be mill & overlay. <br />o Core samples and borings will be conducted during the feasibility study. <br />o Pavement rehabilitation types will likely consist of mill & overlay or full-depth <br />reclamation with a finished 4-inch-thick pavement mat. <br />o Spot curb repair is expected only to address drainage issues. <br />o Trail rehabilitation is expected along the south side of Karth Lake. <br />• Sanitary <br />o All of the sewer that was installed as part of the surrounding developments consist <br />of 8-inch PVC material. <br />o Televising reports provided by our Public Works Department indicates the pipe <br />and manhole structures are in good condition with minor spot repairs. <br />o Manhole concrete rings are deteriorating and will be replaced for inflow and <br />infiltration prevention. <br />o Lift Station 13 was last rehabbed in 2023 and is in excellent condition. <br />o The force main for lift station 13 consists of 6-inch ductile-iron pipe material and <br />has no history of breaks. <br />
