The feasibility report will include a review of the <br />calculated assessment rate per the assessment policy, <br />the determined appraisal rates, and special assessment <br />rates applied to past projects in the City of Arden Hills. <br />City staff will review anticipated special assessments <br />with the city council at a work session prior to finalizing <br />the feasibility report. The final feasibility report will be <br />presented at a city council meeting. <br />TASK 7: <br />FINAL DESIGN <br />Final design and construction plans will be completed <br />in AutoCAD Civil 3D and developed in coordination with <br />city staff. Major design components will include: <br />• Removals/existing conditions plans, including <br />locations of all existing utilities identified in the field <br />survey or as mapped based on subsequent utility <br />coordination <br />• Typical sections <br />• Standard details <br />• Erosion control plan and stormwater pollution <br />prevention plan (SWPPP), if necessary, including <br />proposed restorations <br />• Grading plans for five proposed sediment removal <br />locations and design of a new stormwater BMP <br />retention pond <br />• Sanitary sewer and watermain plan sheets <br /> ◦Assumes up to 10 gate valve replacements or <br />additions to existing watermain and up to five <br />hydrant replacements or additions to existing <br />watermain <br /> ◦Assumes up to 10 trenchless sanitary sewer spot <br />repairs <br /> ◦Assumes no watermain modeling or further <br />evaluation of the existing system is required, <br />however, this scope of work can be added in the <br />future, if determined necessary <br />• Storm sewer plan sheets, including structure invert/ <br />rim elevations with profile views for identified storm <br />sewer improvement locations <br /> ◦Assumes up to five storm apron replacements, up <br />to 10 storm structure replacements or additions, <br />and up to five locations of riprap rehabilitation at <br />storm outlets <br /> ◦Modeling and analysis for spread and sizing of <br />storm sewer is not required <br /> ◦Plans will include implementation of pumping <br />operation updates for Karth Lake per city direction <br />(to take the lake bounce from a 934 to 936 <br />elevation range to a 6-inch bounce level) <br /> »Our proposal assumes DNR and RCWD <br />coordination and/or permitting has already <br />been completed and will not be required; also <br />assumes hydrology studies and modeling have <br />already been completed, are accurate, and can <br />be shared for use in design <br /> »Our proposal assumes the selected options <br />will require a single plan sheet and associated <br />specification for modifications to the existing <br />pump or up to replacement of the pumps, <br />but no modifications or additional structures/ <br />site improvements; if structure or site <br />improvements are necessitated based on the <br />selected option, our team can provide those <br />design services for an additional fee <br /> »We will develop a drainage report that <br />documents the final design modifications to <br />Karth Lake water levels and inundation duration <br />• Street plan sheets, including roadway alignment and <br />widths <br />• Trail plan and profile sheets, including trail alignment, <br />profile, and widths <br />• Retaining wall plan and profile sheet and potential <br />improvements to the access area surrounding it <br /> ◦Full structural design of the retaining wall will be <br />required for submittal from the selected contractor <br />• Intersection detail sheet for the ADA pedestrian ramp <br />improvements area only <br />• Cross sections at 50-foot intervals, driveways, and <br />critical design locations for the trails only <br />• Signing and striping plan <br /> ◦No changes are proposed—where impacted by <br />improvements, notes to salvage/reinstall signposts <br />along with their associated signage will be included <br />and striping will be replaced in-kind <br /> ◦All street signs, including street name blades, are <br />assumed to be replaced as part of the project; city <br />staff will provide a field inventory of actual needs <br />once completed <br />• Traffic control plan sheets <br />• Preparation of statement of estimated quantities, <br />including street, trails, utilities, and miscellaneous <br />construction items, all consistent with MnDOT item <br />designation numbers and measurement/payment <br />requirements will be incorporated <br />• Preparation of the project manual and specifications <br /> ◦Standard front-end documents provided by the city <br />and edited by Bolton & Menk for project specifics <br /> ◦Special provisions and technical specifications for <br />project-specific items of work <br />12 2026 PMP STREET AND UTILITY IMPROVEMENTS | CITY OF ARDEN HILLSWorK Plan and Project aPProach <br />EXHIBIT A
