Other than where specifically identified otherwise, <br />the plan drawings will primarily be a two-dimensional <br />design based on aerial photography. It is assumed <br />that all streets and curbs will remain in their existing <br />locations/elevations during the mill and overlay and <br />reclamation operations. The project will only include <br />spot replacements of the existing curb and gutter that <br />inhibits proper drainage or is structurally deficient. <br />Design will be conducted to meet or exceed RCWD <br />permitting requirements for stormwater management <br />and erosion control. Upon completion of final plans, <br />we will submit all required information to RCWD for <br />verification/approval. <br />Our scope of services assumes the project will be <br />designed such that the RCWD stormwater management <br />trigger for a public linear project (less than one acre <br />of new or reconstructed impervious – excluding mill/ <br />overlay and reclamation methods) is a design constraint. <br />We do not anticipate, nor does our scope of services <br />include design of volume control, water quality, and <br />rate control practices. Watershed standards are subject <br />to change and potential changes to the rules should be <br />considered during the design of this project. However, <br />we cannot anticipate what these changes might entail <br />and will have to scope our services based on the current <br />standards and how we anticipate RCWD will view the <br />proposed project work. <br />Bolton & Menk will provide plan submittals at 60 and 90 <br />percent for city review prior to submitting the final plans <br />for bidding. We will provide specification submittals at <br />90 percent for city review, prior to submitting the final <br />specifications for bidding. Three final paper copies and <br />a PDF digital copy of the plans and specifications will be <br />provided to the city for bidding. <br />Using past bid information from the City of Arden <br />Hills and other nearby metro communities—as well <br />as current contractor pricing, overall city knowledge, <br />local contractors, and site conditions, we will prepare <br />an opinion of probable construction cost. Electronic <br />and hard copies of the opinion of probable cost will <br />be provided to the city and be used for bidding and <br />assessment purposes. <br />TASK 8: PERMITTING AND <br />GRANT APPLICATIONS <br />Our team will prepare permit applications, secure city <br />signatures, and submit them to governing agencies for <br />all required permits related to the project (permit fees <br />will be paid for by the city and are not included in our <br />proposed fees). It is assumed that the following general <br />permits will be required: <br />• MPCA Construction Stormwater permit <br />• RCWD Erosion and Sediment Control Plan permit <br />• WCA permits <br />• MnDNR Public Waters Work permit <br />• Ramsey County right-of-way permit <br />Conference calls will be coordinated with governing <br />agencies to discuss permit applications, if necessary. It <br />is assumed that RCWD permits will not be required for <br />stormwater management or activities associated with <br />lake sediment removal. <br />Additional specialty permits will also be required at the <br />five storm outlet locations into Karth Lake, surrounding <br />the trail and new stormwater pond project areas. <br />Completion of a Level 2 wetland delineation is necessary <br />to determine the exact limits of the wetlands in relativity <br />to the proposed improvements. A certified wetland <br />delineator will visit the site to delineate all aquatic <br />resource boundaries within the designated areas. The <br />delineation will include transects and sampling in the <br />vicinity of those wetlands, placing 3-foot pin flags at the <br />limits of any wetlands found. Our delineator will use a <br />sub-meter GPS unit to accurately locate and map each <br />point and prepare a written report of our findings. If it <br />is determined that additional wetlands delineations are <br />necessary, our team can provide additional scope of <br />work for an additional fee at the hourly rates identified. <br />Bolton & Menk will use the aquatic resource delineation <br />to determine and prepare the appropriate permit <br />application to account for any aquatic resource impacts <br />proposed by the project. Preliminary review of the <br />project activities suggests permanent wetland impacts <br />will be avoided. Bolton & Menk will prepare a no-loss/ <br />exemption application to account for any temporary <br />aquatic resource impacts. This will include the MN Joint <br />Application to the U.S. Army Corps of Engineers and <br />Local Government Unit.
