The ordinary high water level (OHWL) will be reviewed <br />to determine the full jurisdictional extent of the MnDNR <br />throughout the project area. These applications will <br />include GIS-based figures, permit narrative, and project <br />plan set. <br />The anticipated aquatic resource permits will trigger <br />state and federal threatened/endangered species review. <br />To ensure the city is in compliance with Minnesota's <br />Endangered Species Statute and the Federal Endangered <br />Species Act, Bolton & Menk will complete an NHIS <br />request on the Minnesota Conservation Explorer <br />website and coordinate with MnDNR. We will employ <br />the Information for Planning and Consultation (IPaC) <br />tool to complete preliminary federal threatened and <br />endangered species coordination with USFWS. Our <br />proposal assumes threatened and endangered species <br />field surveys will not be required as part of the project. <br />In some cases, the reviewing agencies request additional <br />information and/or a technical evaluation panel <br />meeting during the review process. If our attendance <br />is requested at a meeting to discuss the acceptance <br />of the delineated boundaries or the agencies request <br />additional information, this service will be provided on <br />an estimated hourly basis. <br />Once plans are nearing completion, we will submit <br />RCWD grant applications for the three eligible items <br />identified by city staff, assuming the applicable grant <br />application window is open and one application with <br />three components will be submitted: <br />• BMP 1 – Phase 2 as identified in the watershed study <br />for Karth Lake (Phase 1 remediated the slope and <br />erosion issues in the area; Phase 2 will treat the water <br />prior to entering the lake) <br />• Retaining wall replacement as identified in the <br />watershed study for Karth Lake <br />• New storm structure BMP installations (anticipated to <br />be sump structures with SAFL baffles installed) <br />TASK 9: <br />BIDDING ADMINISTRATION <br />Bolton & Menk will prepare the advertisement for bids <br />for the city to send to the required publications. We <br />will also provide plans and specifications for electronic <br />distribution to QuestCDN by the city. <br />Bolton & Menk will answer all written and verbal <br />questions from potential bidders. If necessary, we will <br />issue addenda to address project-related questions <br />during bidding. We will conduct an online bid <br />opening, tabulate bids, and prepare a letter of award <br />recommendation. <br />Bolton & Menk, including this specific proposed project <br />team, is well respected by contractors in the industry for <br />having constructable improvements. We will carefully <br />monitor the list of plan holders and gauge the market <br />during the bidding process to best position the City of <br />Arden Hills for bottom line success. <br />TASK 10: <br />CONSTRUCTION SERVICES <br />Bolton & Menk will assist the city through the <br />construction phase by providing construction <br />administration, observation, and staking services. <br />Our practical and pragmatic approach during design <br />is built from our team’s thorough understanding and <br />background working on the construction phase of <br />projects, which allows us to excel in this area. <br />We will plan and lead the project’s pre-construction <br />meeting and review shop drawings as they are submitted <br />by the contractor. Our survey crew will complete the <br />following field staking tasks during construction: <br />• Control verification <br />• Staking hydrant replacements and the identified <br />watermain realignment, if necessary <br />• Staking storm sewer structures and improvements, <br />as identified <br />• Staking new retaining wall <br />• Staking for trail improvements <br />• Staking new stormwater management BMP pond <br />grading <br />• Providing control points at each of the five storm <br />outlet locations in Karth Lake for contractor’s <br />equipment to complete pond dredging via GPS, if <br />requested <br />• Verification survey at conclusion of sediment <br />excavation/grading (assumes two per delta location) <br />Survey crews will provide construction stakes with <br />alignment and grade, as necessary, and documentation <br />of all survey points installed.
