project staff will be available to complete further field <br />staking for an additional fee based on submitted hourly <br />rates. It is assumed that no easement staking will be <br />required unless property research is added to project <br />scope to confirm the actual locations. <br />We will provide on-site construction observation <br />throughout the project. Our scope of services assumes <br />construction will take approximately 12 weeks, based <br />on discussions with city staff. It is expected that full- <br />time observation (45 hours per week on average) will be <br />needed during construction to complete inspection tasks <br />and resident coordination on this project. <br />These are based on the minimum amount of time and <br />effort to inspect work throughout the construction <br />season. The hours do not account for items outside of <br />Bolton & Menk’s control and it is possible that a higher <br />level of service will be needed at times. If the hours <br />and/or duration need to increase from the provided <br />construction schedule estimate, with the approval from <br />the city, Bolton & Menk can provide that level of service <br />for the additional hours needed at the hourly rate <br />provided in our Summary of Fees table. <br />A recent survey asked Bolton & Menk clients to rate <br />us on a scale of 1-10 on our ability to meet a project <br />budget and a project design schedule. They gave us <br />an average of 9.3 on our ability to meet a budget and <br />9.5 on our ability to meet a design schedule. <br />Bolton & Menk’s construction observer will observe the <br />work performed by the contractor per the project plans <br />and specifications, make notations for as-built purposes <br />where acceptable deviations are made by the contractor, <br />and produce the required documentation for this <br />locally funded project. This individual will also handle <br />communication and questions from residents, and they <br />will relay information between the contractor and the <br />city as necessary. The observer will also coordinate <br />construction materials testing with a testing agency to be <br />provided by the city; construction materials testing is not <br />included in our proposal and/or fees. <br /> <br />The construction observer will be available via <br />phone, email, and text to respond to residents’ needs <br />throughout construction. Our project team will provide <br />updates and notices as necessary for water shutdowns <br />and access restrictions, making sure residents have <br />access when possible and when needed. We will also <br />respond to commonly asked questions and requests <br />during the construction process. <br />Our project manager will provide oversight of our <br />construction observer, administer the construction <br />contract, and facilitate weekly construction meetings. <br />It is anticipated that our project manager will spend <br />approximately 10 hours per week over the estimated <br />construction duration on construction administration <br />responsibilities. They will conduct weekly construction <br />meetings with the contractor, prepare progress <br />payments monthly, and prepare change order <br />documents as necessary. <br />TASK 11: <br />PROJECT CLOSEOUT <br />Work under this task includes completing a review of the <br />project site with the city and the contractor. We will walk <br />the site with project stakeholders and identify any punch <br />list items that need to be addressed. We will provide a <br />copy of the punch list from the walk-through and review <br />the items in coordination with the construction observer. <br />Bolton & Menk will survey the final improvements and <br />prepare record drawings to deliver to the city for the <br />project. The as-builts will be in electronic PDF format, <br />including redlined elevations and changes made during <br />the construction process and documented by the <br />construction observer during their observation duties or <br />received separately from the city’s contractor. <br />The as-built survey will verify structure installations for <br />horizontal location, rim elevation, and inverts of fully <br />replaced structures (storm CBs/MHs and hydrants). <br />All other utilities remaining in place, including those <br />identified for casting replacement or adjustment, will not <br />be collected as part of the as-built survey. <br />15 2026 PMP STREET AND UTILITY IMPROVEMENTS | CITY OF ARDEN HILLSWorK Plan and Project aPProach <br />EXHIBIT A
