<br />ARDEN HILLS CITY COUNCIL - AUGUST 30, 1999 <br /> <br />7 <br /> <br />. <br /> <br />Ms. Randall stated that the Rice Creek Watershed District has since approved the proposed <br />biofilter. <br /> <br />2. Exposed foundation be painted earth tone. <br />3. Chain link fence be open, or slats be earth toned. <br />4. Lighting plan approved by Staff prior to installation and the use of the light be <br />limited to maintenance only. <br />5. Modify the landscape plan with 6 to 8 foot blue spruce trees as proposed by Staff <br />in Exhibit B with the addition of trees extending to the south. <br />6. Grading plan be approved by the City Engineer prior to the building permit. <br />7. The applicant monitor the odor to ensure reduction of the odors. <br /> <br />The applicant has supplied a letter stating they agree with the conditions of approval. However, <br />the applicant was concerned with condition number seven and how this monitoring must be <br />done. The applicant has agreed to hire a professional odor control consultant to evaluate the <br />biofilter to ensure there is a reduction in odor. <br /> <br />Mayor Probst asked how the medium in the biofilter is kept moist during the winter time. Mr. <br />Ken Holla, Friskies Plant Manager, stated that moisture is added to the air as it is discharged. <br />Mayor Probst asked ifthere were any concerns for freezing in the winter time. Mr. Holla stated <br />that freezing was not a concern. <br /> <br />. <br /> <br />With regard to the plan to install a fence around the biofilter, Councilmember Larson asked what <br />could potentially happen if a person were to get into the biofilter and how deep the medium will <br />be. Mr. Holla stated that the medium will be a four to five feet deep pile of wood chips.
