<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - AUGUST 30,1999 <br /> <br />8 <br /> <br />The motion carried unanimously (5-0). <br /> <br />2. <br /> <br />Case #99-11, Aaron and Steve Nelson, 3130 Cleveland Avenue North, <br />Concept Planned Unit Development <br /> <br />Mr. Post stated that the City Council received a bench handout which was the most recent site <br />plan from the applicant, showing the addition of an additional County Road D curb cut. <br />Ms. Randall explained that the petitioner was proposing a concept planned unit development for <br />construction of a 13,000 square foot office building, with 7,000 square feet on the main and <br />upper level used for office and 6,000 square feet in the lower level used for storage. The site is <br />currently one of seven sites being reviewed with the development of the proposed Neighborhood <br />Business District. <br /> <br />Ms. Randall presented the original site plan which was reviewed by the Planning Commission. <br />The Planning Commission had approved this site plan with five recommendations: <br /> <br />1. Provision of a 30-foot buffer yard from residential property (North and East). <br /> <br />In reviewing the Neighborhood Business District, staff recommended a 30-foot minimum <br />setback buffer yard from adjacent residential properties. The applicant is proposing a 20-foot <br />setback to the north. <br /> <br />2. <br /> <br />Access ramp on the east side of the building be included only if necessary for <br />normal business operations. <br /> <br />The proposed plan shows a 10-foot wide access ramp to the lower level (proposed to be used for <br />storage). Staff had concerns with the ramp being used for vehicle traffic due to its proximity to <br />adjacent residential property. <br /> <br />3. The two parking stalls along the Cleveland Avenue entrance and the direction of <br />the angle parking along the east property line be redesigned. <br /> <br />The two parking stalls along the Cleveland A venue entrance may cause a conflict for traffic <br />entering and exiting the property. The parking stalls on the southeast side will have headlights <br />facing residential neighbors. <br /> <br />4. Drive access from County Road D be moved further east, away from the <br />intersection. <br /> <br />Access to the parcel is provided by full movement access to County Road D and Cleveland <br />Avenue. The access to County Road D, as shown, may be too close to Cleveland Avenue. With <br />the reconstruction of County Road D, Ramsey County may modify this to a right-in/right-out <br />drive. <br />
