I Meeting <br />Page three <br /> <br />September 22, 1975 <br /> <br />3. $5000 is sufficient for the contingency fund, <br />he will have to vote against the motion. <br /> <br />Wingert agreed that a $5000 contingency Fund Is "too tight" - <br />possibly should be $7500; otherwise he is opposed to cutting these <br />items. <br /> <br />. <br /> <br />Woodburn suggested that a contingency fund Is not meant for specific <br />Items; feels $3000 for newsletter should be left In the budget - also <br />feels new roof for "barn" may provide the cheapest storage hell ity at <br />present. Woodburn said he Is opposed to the $21000 for water standby <br />charQes transferred to the General Fund - should be used for water <br />system, not fire protection; would favor a reduced water charge and, <br />if necessary, an increased tax for fire protection - budget should <br />accurately show where taxes are coming from. <br /> <br />Woodburn moved, seconded by Wingert, that the motion be amended to <br />not provide that Water Uti lity Fund be reduced next year by $21000, <br />and that no income from uti ilty fund be transferred to General Fund <br />Revenue. Amendment to motion did not carry (Woodburn, Wingert voting <br />in favor of amendment; Feyereisen, Crichton and Crepeau voting In <br />opposition) . <br /> <br />Woodburn moved, seconded by Feyereisen, that motion be amended to <br />provide $300 for Human Rights Local Human Services Programs. Amend- <br />ment to the motion carried (Woodburn, Feyerelsen, Crepeau voting In <br />favor of the amendment; Wingert and Crichton voting In opposition). <br /> <br />Crichton moved that the original motion not delete $3000 for news- <br />letter and $2000 for "Barn" roof. Seconder Woodburn agreed. <br /> <br />Woodburn moved that the motian be amended that $21000 not be transferred <br />from Water Uti I i ty Account NoJ. 3721 to the GenEJra t Fund Revenue. <br />Amendment to the motion was seconded by Wingert, and did not carry <br /><~eyeteisen, Crichton, Crepeau voting in opposition; Woodburn, Wingert <br />voting in favor). <br /> <br />Feyereisen moved that motion be amended to restore expenditure of <br />$4000 for rink lights to General Fund. Amendment to motion was seconded <br />by Woodburn. Amendment to motion did not carry (Crichton, Crepeau, <br />Wlnger~Woodburn voting In opposition; Feyerelsen voting In favor). <br /> <br />Original motion, as amended, carried unanimously. <br /> <br />. <br /> <br />(NOTE: The motion as amended restores $300 (Heman Rights programs); <br />deletes $4000 <rink lights), about $13000 (Police ueTp. acici. amp. <br />costs) and $300 (water cooler) from Finance Commltte.1s reco~- <br />mended changes to Gen~ral Fund Expenditures.) <br /> <br />Crichton moved, seconded by Feyerelsen, that Council approve the recom- <br />mendation of the Finance Comn!ttee that $23000 not be levied, which has <br />prevIously been scheduled for retirement of the Sewer Debt Service Fund, <br />in as much as there Is ~ s~ffrclent amount of money in the Fund, and <br />expected from the special a~gessments stl I lowing to cover the entire <br />balance payable. Motion carried unanimoUSly. <br /> <br />It was noted that the cost of codification of Village ordinances Is not <br />Included in the 1976 General Fund Budget expenditures.
