Woodburn's question re current platting of, area, It <br />was noted there are 18-20 lots of varying size. Fredlund said <br />development of this property as a PUD with 3.1 I density would <br />yield 45-50 lots. Woodburn noted that a PUD development could <br />generate more traffic than this proposal. <br /> <br />. <br /> <br />Philip Wagoner, 1415 W. County Road E presented a petition signed <br />by 34 residents obJe~ting to the Twin City Christian Homes <br />proposal and said that: <br />I. 2/3 of neighbors are against project. <br />2. Oak wi It is prevalent In area. <br />3. Density l~ too high. <br />4. Visual appearance not in context wlthR-1 area. <br />5. Effect on neighborhood and property taxes undesirable. <br />6~ More traffic would be generated than residential use <br />of land. <br />7. No churches, libraries, shopping centers, etc within <br />walking distance. <br />8. Should Arden Hills provide more service type Institutions <br />since City already has large home for elderly, 2 college <br />campuses, Federal properties, schools, churchs etc7 <br />9. Questions use of facility should project fal/. <br /> <br />Dale Hicks, 3590 North Snel ling Avenue, Planning Commission member, <br />said he was not at July I Commission meeting, had signed petition <br />opposing project, neighbors have always opposed apartment-type <br />development of site, traffic problems are created, feels future <br />expansion will require their acquiring more land, feels single <br />famlly homes (I-It stories) would be best development of site. <br /> <br />Howard Kern, 1400 West County Road E, questioned whether approving <br />this Special Use Permit would' open the door for other reZoning, <br />such es stores on the north side of County Road E. Crichton <br />replied that thIs is not rezoning, bu~ a permitted special use <br />under R-; Lonlng. <br /> <br />Gerald Dreyling, 3611 North Hamline Avenue, said he would see <br />2v. stories of lights, <br /> <br />Clark Adair, 3491 Lake Johanna BlVd., felt hazards might be <br />increased for 3-story housing for elderly. <br /> <br />I~ was noted that Fire Chief Fischer has not reviewed plans, this <br />would be done prior to Issuance of Bui Iding Permit. <br /> <br />Crichton moved, seconded by Feyereisen that Council approve Special <br />Use Permit subject to: <br />I. Height be limited to 3 floors, without penthouses, height <br />to be established from lowest level. <br />2. Final documents to be submitted to Planning Commission <br />for reviatl. <br /> <br />. <br /> <br />In the discussion Woodburn said he could not vote for or ajalnst <br />motion, would prefer tabaling matter for one meeting. Wingert <br />said he basically liked the idea, felt service was needed In <br />metro area, prefen,d original low-profile structure which was <br />less Institutional In design. Feyerelsen said he felt motion <br />would accompllgh Wingert's position, would show positive action <br />favoring facility with modifications. Crepeau said 3-story <br />structure with bermlng might result In "not seeing" building In <br />some areas. Wingert said that ~he height and mass of proposed <br />structure creates an Institutional feeling. The Intent of the <br />motion limiting height Is to lower roof-line one story. Wingert <br />also noted that In reworking plan he would not like to see <br />programming part of proposal eliminated. <br /> <br />PEltersen said Twin City Christian Homes can "live with" motion, <br />Motion carried, Crepeau, Crichton, Feyerelsen, Wingert voted in <br />favor, Woodburn abstained. <br /> <br />-4- <br />
