It is anticipated that residents will <br />move back and forth. Presbyterian Homes owns three.houses nearby~ <br />housin~ chief engineer, asst. administrator, and one rented (not <br />tax exempt). <br /> <br />. <br /> <br />In response to Councl I questions concerning height and location 0'/ <br />Geriatric Care Center, following data was given: <br />I. Roof line is 3 ft. lower than Lake Johanna.Elementary <br />Schoo 1. <br />2. On lake side, building is 48 ft. + 8 ft. penthouse. <br />3. Ch ape I Is 36 ft. high, penthouse about 20 ft. above <br />Chape I roof. <br />4. Relocation to southwest corner would be too far from <br />other faciliTies, would Isolate people. Chapel is focal <br />point, geriatric center should be close to It. <br />5. Lake-side site was considered but proposed location <br />was felt to be better. <br />6. Roof drainage would go to pondlng area, thence through <br />storm drain to lake Johanna. <br /> <br />In response to Crichton's statement that Arden Hi lis might consider <br />establishing a service fee for tax exempt facilities, Rev. Hagstrom <br />said they'd be wi Iling to work out a forffiula, Augsburg has done <br />this. <br /> <br />It was noted that Fire Chief Fischer has not looked at site plans, <br />would do this prior to issuing building permits. Also, Attorney <br />Lynden ~i II check into possible conflict In Ordinance No. 99 <br />concarnlng Nursing home and Medical uses In R-I zones. <br /> <br />Commants from Floor <br />K. Li ves 4 doors f rom northeast corne'r, <br />distressed with regidity of planning, could use alternate location <br />for geriatric care center, looks at 8ft. fence, 50 ft. set back <br />would give more breathing room, would have liked jo participate <br />in planning site. Feels Presbyterian Homes is excellent, needed <br />facility. <br /> <br />James Guest, 3248 Sandeen Rd. Presented petition sIgned by 30 <br />residents on Sandeen Rd. and Lake Johanna Blvd. requesting denial <br />of present applicatIon, suggesting re-applicatlon with alternate <br />plan having less negative impact on surrounding community. Plan <br />Is non-conforming to visual standards, noise pollution increased <br />from fans and trucks on Sandeen Rd. traffic hazards since Sandeen <br />Rd. is narrow and visibility to lake Johanna Blvd. blocked. <br />Geriatric facility Is more of a business use, out-patient clinic; <br />to permit activity In R-I zone is equivalent to ,'ezonlng, Objects <br />to no involvement in planning. Big concern is location of facility <br />In close proximity to residential area, dislikes architecture. <br /> <br />C. Dukemen, 3249 Sandeen Rd". Reynolds, 3159 Shorewood Dr. Can support proposal, Planning <br />Commission very sensitive to expressions of residents, Presbyterian <br />Homes has been responsive. <br /> <br />David Seaberg, 3167 Shorewood Dr. When last addition was made to <br />facility, they said there were no plans for future additions, <br />also agreed to consult with residents re landscaping, this was not <br />done. reels residents should have Input In planning stage, has <br />been told proposed housing units would decrease their property <br />values $10,000, walkway blocks view to the west, feels these units <br />Should be tax producing units. In previous case 4-story structure <br />lias turned down, this proposal Is 4-stories + penthouse. Polled <br />is homeowners, II were against proposal. Doesn't see how square <br /> <br />-6- <br />
