<br />Minutes of Regular Councl I Meeting <br />Page four <br /> <br />Apri I 28, 1975 <br /> <br />Arden Manor <br />Christoffersen reported t~at underground <br />phase of project have not been Inspected <br />tests on water system have been made nor <br />received. <br /> <br />uti I ities in second <br />(after first 51 lots); no <br />have "as bul It" plans been <br /> <br />Christoffersen reported tlat Adams canceled inspections scheduled <br />for Wednesday, Apri I 30th; Adams indicated he now Intends to install <br />well, with modifications - plans for well and water system have been <br />requested, but not yet received. <br /> <br />. <br /> <br />Christoffersen reported that uti litles generally cross the roads <br />within the development (do not run along roadways); therefore, If test <br />of underground uti Ilties ~equire constructIon changes, only portions <br />of roa.d(s) will be disturbed. <br /> <br />Christoffersen indicated that this week would be an Ideal time to <br />check for infiltratIon into City system (after heavy rains of last <br />weekend). Christoffersen and Johansen were requested to check for <br />sewer infiltration, at expense of developer. <br /> <br />Christoffersen indicated that Vi Ilage should have access to check <br />private sewer and water lines which are connected to City uti Ilties; <br />also suggested that Attorney Lynden be asked to check on whether water <br />avaI lab! Ilty for fire protection is public responslbi lity. <br /> <br />Lexington Avenue Widening . <br />Christoffersen noted that Shorevlew/Arden Hills/ Ramsey County Joint <br />meeting will be scheduled soon re the proposed widening of Lexington <br />Avenue. Christoffersen agreed to cal I Anklan re meeting date, and <br />to advise Counci I of time and place. <br /> <br />Lake level Increases, since the heavy rains, were discussed. Crepeau <br />advised that Johanna Is up over a foot, and shorelines are eroding <br />from high water and wave action; has reqeusted County to close boat <br />ramp uhti I water subsides. ' <br /> <br />McNiesh was requested to contact Rice Creek Watershed District re <br />Johanna Outlet Study time schedule. <br /> <br />REPORT OF BUILDING INSPECTOR LARRY SQUIRES <br /> <br />Sitzmark Addition <br />Squires referred Council to his memo of 4/23/75, noting a construc- <br />tion plan change, in order to bring bui Iding addition up to State <br />Code~. <br /> <br />Survey R~rdlnance Compl~~ <br />Squlres reported that most ordinance violations have been corrected - <br />property owners have been very cooperative; Sexton and he have worked <br />together to effect compliance, and response has been gratifying. <br /> <br />REPORT OF PLANNER RICHARD FREDLUND <br /> <br />. <br /> <br />Case No~ 75-6t Arden Manor - Amended Special Use Permit <br />Fredlund reviewed his report of 4/28/75 re sale potential of wood vs. <br />metal-sided mobile homes and wood-sided ffiobi Ie home parks. <br /> <br />Civil Defense Director Jim Schmaedeke reported the following re the <br />proposed community building and its adequacy as a storm shelter: <br /> <br />I. EKact buIlding has been construcTed at Creekside In Coon <br />Rapids, and It is his opinion that the bui Idlng Is basically <br />very adequately constructed; lower level should not cause <br />any problems re use as a storm shelter. <br />2. Five square feet/person Is considered to be desir~bla for <br />storm shelter, but 31 to 4 sq. ft. would be adequate for <br />short periods of time (an hour or so). <br /> <br />3.
