<br />. <br /> <br />. <br /> <br />.. <br /> <br />Minutes of Regular Council Meeting <br />Page four <br /> <br />March 17, 1975 <br /> <br />Christoffersen was authorized by the Counci I to stay in contact with <br />Mr. leonard and Rice Creek Watershed District and Shoreview re plans <br />as they develop, and to also contact Bethel re solution to drainage <br />problem in that area, in an effort to resolve the drainage. It was <br />noted that control of run-off from east of Lexington must be resolved _ <br />control of any increase from there shouid be at Shoreview's expense. <br />Christoffersen was requested to keep Councl I apprised re this matter. <br /> <br />Proposed Johanna Outlet Structure <br />Mr. Dimke reported that the Johanna Outlet is primarily in the same <br />study - al I relating to storage of water, and it is .ntlcipated to <br />--be ..completed within 4 to 5 months. Watershed. District wi II meet with <br />Arden HI lis when this preliminary design data is available. <br /> <br />lambros Ditch - Northdale Construction Company - Application for Pay- <br />ment No. I <br />Christoffersen raterred Council to Application for Payment No. I, from- <br />Northdale Construction Company, and to his letter of 3/11/75; recom- <br />men d I ngthe paymen-t-.- __ <br /> <br />Christoffersen explained that this payment covers work which has been <br />completed to date, less 10% retainage. <br /> <br />Crichton moved, seconded by Wingert, that Councii approve payment of <br />Application No.~ Northdale Construction Company, in the amount of <br />$11,581.20. Motion carried unanimously. <br /> <br />Revisions to Lift Station No.8 - Report of Bids <br />Christoffersen referred Council to tabulation of bids received on <br />March 14, 1975, for the Revisions to lift Station No.8, noting <br />that Par-Z Contracting, Minneapol is, is the apparent low-bidder at <br />$63,463. <br /> <br />.Cnristofte rsen adv i sed that, sub sequent to rece I pt of comments from <br />the Metro Sewer Board, he wi II submit his recommendations to Counci i <br />mt-ifgll-rding the bid_letting - Counci I has 45 days to react to the bids <br />rece i ved. <br /> <br />State Aid Road Report <br />Christoffersen referred Council to his letter of 3/14/75 and brochure <br />from the State Highway Department, relating to Municipal State Aid <br />Street Program. . <br /> <br />In discussion, Christoffersen noted that about t mi Ie of State Aid <br />Road has not been designated by Arden Hills to date. <br /> <br />Johansen reported that the Public Works Committee has started to work <br />on a suggested State Aid Road program for the Village. Clerk Adminis- <br />trator_was requested by Council to prepare copies of the informational <br />material for Publ ic Works Committee use. <br /> <br />REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNiESH <br /> <br />District Recreational Swimming Program - Barry Bauer <br />Mr. Barry Bauer, Mounds View School District Community Education <br />Coordinator, reported that he had taiked briefly to Crichton and Buckley <br />about the Community Service Pool Program, which was started by the <br />School District, but is being turned over to the municipalities to fi Ii <br />the void in the municipality recreation programs. He said that the <br />cities wi II request permits for pool use, Just as they do for use of <br />school bui Idlngs for other recreation uses. He said the pool program <br />allows for City identity and a better recreation program. <br /> <br />Bauer said that the use of school facilities has risen 1000% since <br />community recreation programs have been uti lizing school facilities. <br />He said people are requiring more educational and recreational services, <br />and it is up to the educational Institutions and municipalities to <br />provide these programs. Bauer said the pool program has been profitable <br />for the School District, and the District is not happy to see this ioss <br />of pool monies; District would benefit If municipalities did not pick <br />up this program, but Parks Directors have requested the pooi program <br />to complete their over-at I recreation programs. <br /> <br />-4- <br />
