<br />, ... <br /> Minutes of Regular Council Meeting September 30, 1974 <br /> Page three <br /> Council concurred with the general concept and encouraged Crichton to pursue it <br /> with the other villages and fire department. <br /> REPORT OF COUNCILMAN STAN OLMEN - Finance <br /> (No report) <br /> REPORT OF COUNCILMAN WILLIAM FEYEREISEN - Parks and Recreation, Human Rights <br /> Shade Tree Disease Control <br /> After review of information submitted by Buckley, discussion of the following con- <br /> cerns re the tree disease program were noted: <br />. 1. Rules for residents to be outlined. <br /> 2. Assurance that diseased trees will be treated properly and removed. <br /> 3. Village to contract, or resident to treat and remove diseased trees. <br /> 4. Can Village respond expeditiously to determine whether tree is diseased? <br /> 5. Who shall answer calls between inspections (respond to calls re suspicious <br /> trees)? <br /> After discussion, Buckley was requested by the.Council to inquire into possibility of <br /> contract for tree removal and for treatment based on tree size, and to see if contractor <br /> can respond within 10 days after notification of a diseased tree. <br /> Buckley noted that diseased trees should be removed before March 1; so, new ordinance <br /> should be in effect to achieve removal of known diseased trees (1974 survey) by that <br /> date. <br /> Highway Department Berm Construction <br /> Feyereisen reported that Mr. AI Perez, Minnesota Pollution Control, has advised that <br /> the berm construction has been completed satisfactorily; area has been seeded and <br /> the sound barrier restored. <br /> Feyereisen agreed to write to the Highway Department concluding the matter. <br /> REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government, Public Safety <br /> Area-wide Golf Course <br /> The letter of 9/23/74 from Mayor Bromander re the proposed area-wide golf course <br /> was discussed. The Council expressed no objection, noting that all kinds of recreation <br /> areas should be provided. Council expressed neutrality as to specific land Ramsey <br /> County procures as part of its Park and Open Space land acquisition program. <br /> Mayor Crepeau agreed to relay the Council's comments to Mayor Bromander, New Brighton. <br /> Bicentennial Program Participation <br /> Council approved participation with Ramsey County in the forthcoming bicentennial <br /> program to honor historic and progressive vistas of our area. <br /> Prosecuting Attorney <br /> McNiesh was requested to invite Mr. Faricy to attend the next Council meeting to <br /> discuss propossl detailed in his letter of 9/26/74. <br /> Lynden expressed an interest in submitting a proposal from his firm for Council con- <br /> sideration. Council requested that proposal be submitted prior to the October 28th <br />4IIFouncil meeting. <br /> REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MCNIESH <br /> Appointment of Election Judges <br /> OImen moved, seconded by Crichton, that the Council approve the appointment of <br /> Election Judges for the November 5, 1974 election, as listed. Motion carried unani- <br /> mously. <br /> Resolution No. 74-30 - Tax Levy <br /> Crichton moved, seconded by Wingert; that the Council adopt Resolution No. 74-30, <br /> RESOLUTION APPROVING SUMS OF MONEY TO BE LEVIED FOR LEVY YEAR 1974; PAYABLE IN 1975, <br /> AND AMENDING THE LEVY ON 1972 nlPROVEMENT BONDS, SERIES 2.
