<br />Minutes of Regular Council Meeting <br />Page four <br /> <br />t.'1arch 25, 1974 <br /> <br />The Councl I expressed Its general agreement with the concept described, <br />subject to further study of the specific boundaries Indicated for the <br />Marsden Lake area and canoe corridor. <br /> <br />Parcel A, In Its entirety, was not considered by the Council to be <br />essential to the development of the proposed canoe corridor. It was <br />felt that, If an attempt Is made to develop parcel A In the future, a <br />percentage of this parcel would be required for park dedication; the <br />area needed for the canoe route could be shown on the Comprehensive <br />Plan map and be required for park dedication by the VI I lage. <br /> <br />. <br /> <br />Ramsey County was advised that the Village Is currently considering <br />rezoning the arsenal land, and Mr. Marlow suggested that a workshop <br />meeting with the Planning Commission and Ramsey County Open Space be <br />schedu led to discuss proposed arsena I I and use. <br /> <br />SPARC <br />Request was referred to Parks and Recreation Committee for Its recom- <br />mendations to the Councl I. <br /> <br />P~rks and Recreation. Committee Meetl n9 of March 12 <br />A. EqijlRment Purchase <br />Feyerelsen referred the Councl I to the equipment purchase <br />list recommended by the Parks and Recreation Committee. <br />After discussion of the advisability of a 'portable" back- <br />stop at Inoerson Park and a 'permanent' backstop at the <br />Llndey's Triangle, Feyereisen moved, seconded by Olmen, <br />that the Councl I approve the purchase of the two softball <br />backstops and two basketball backboards, as requested. <br />Motion carried unanimously. <br /> <br />B. Certificate of Merit <br />Mr. Buckley submitted a sample copy of a proposed "Certi- <br />ficate of Merit" he would like to give to those persons <br />contributing to the parks program. <br /> <br />The Council approved the concept and referred the matter of <br />signatures to the Parks and Recreation Committee for Its <br />recommendations to the Counci I. <br /> <br />Land ApRraisal Costs <br />Buckley reported th"iit he asked two appraisers for estimated costs <br />to appt-a l:Ie the Amb I e property: <br />Joe Bettendorf - $750-$1000 <br />Doug Andrews - No figure given to date. <br /> <br />Mr. Buckley was requested to pursue the matter further. <br /> <br />Moss - Proposed Property Acquisition <br />Buckley reported that Mr. Moss Is not Interested In giving a walking <br />easement over the sewer easement for access to Ingerson Park because <br />of the nuisance factor; he wants to sell the area south of the natural <br />embankment. <br /> <br />. <br /> <br />After review of the Bettendorf appraisal, the Council referred the <br />matter of prioriTies of park land purchases to the Parks and Recreation <br />Committee for Its recommendations to the Council. <br /> <br />Spring Program <br />Mr. Buckley requested that Council approve the hiring of the follow- <br />ing Instructors: <br /> <br />Paul Plzner @ $7.00/hr. <br />MargarIta Rieckenberg @ $5.00/hr. <br />Bi II Swanson @ $7.00/hr. <br />Robert Montgomery @ $IO.OO/nlght <br /> <br />Feyerelsen moved, seconded by Crichton, that the Council approve <br />hiring the Instructors for the Spring Program, and authorized payment <br />of salaries for Volleyball Instructors J. Knuttlla and M. Bailey, as <br />submitted. Motion carried unanimously. <br /> <br />Buckley assured the Councl I that al I salary schedules are based on <br />job and experience, which explains the varying rates. <br /> <br />-4- <br />
