MotIon was seconded by Feyereisen and <br />carried (Crichton, Crepeau, Feyerelsen voting In favor and Wingert <br />In opposltlonl. <br /> <br />. <br /> <br />Crichton moved, seconded by Feyerelsen, that the Council take steps <br />to endorse Ramsey County Open Space's plan to acquire parcel "C". <br />Motion carried unanimously. <br /> <br />Feyerelsen moved, seconded by Wingert, that the Council <br />cation to Obtain parcel "A" for purposes of public park <br />tion areas. Motion did not carry (Feyereisen voting In <br />Crichton, Wingert voting in oppositionl. <br /> <br />Attorney Lynden was requested to write to the Department of Interior <br />and G.S.A. and inform them of the Council's actIons and, at the same <br />time, Inquire re time table for release of balance of arsenal. <br /> <br />make appll- <br />. <br />or recrea- <br />favor; Crepeau, <br /> <br />The Council agreed that It is prudent at this time to Include the <br />arsenal property In the Comprehensive Plan, and to start thinking <br />about Its future development. <br /> <br />Case No. 73-45, Syrfac~ Water Regulations <br />Wingert reported that~Jle~~g Commission recommends that the <br />Council write to Mr. -~~ e , Department of Natural Resources, <br />reques1"lng D.N.R. to obtain an Attorney General's opinion re Joint <br />County and Village enforcement of surface water regulations if estab- <br />lished by Village ordinance. <br /> <br />After discussion, Clark Administrator McNiesh was asked to write to <br />D.N.R. as per Planning Commission recommendations. <br /> <br />Flrellmlnar'l Plat. TOl8n. Hous~ Villages at Arden Hills, AdditIon Six <br />Mr. Jim HII I presented the Preliminary Plat for the 6th addition, <br />To\vnhouse Villagesat Arden Hills, for Council approval. Mr. WIngert <br />reported that he had met with Mr. HI II and Fire Chief Fischer and <br />that the Fire Chief accepted the 6th Addition as proposed, making no <br />recommendations for changes. Mr. Wingert reported that the Planning <br />Commission has recommended that Block 7 be moved to the north 5' to <br />10' . <br /> <br />Mr. HI II showed an amerilty plan of al I additions, showing the Fire <br />Chief's former recommendations. <br /> <br />. <br /> <br />Crichton expressed concern that the long dead-end roadways would <br />present a problem for emergency vehicles; long way to back up and <br />no provision to turn around. <br /> <br />Planner Schmid suggested that an emergency connection or widened <br />walkway be constructed (wide enough for a fire lanel from turn- <br />around In the center of the 6th addition to the court. <br /> <br />Mr. Hi II said he proposes a berm In this area preventing this pass- <br />through; this was not the Intent desired. <br /> <br />Crichton reported that the Public Works Committee was not able to <br />give Council any recommendations re the utilities and availability <br />of easements because of inadequate plans at the Public Works meeting. <br />He said the Public Works Committee is concerned that easements are <br />obtained so the Village will have access to all utility lines. <br />;.1'-.
