" <br />_ ~INUTES OF REGULAR COUNCil MEETING <br />Page TWO <br /> <br />Feor'uary 2"5, 1974 <br /> <br />Engineer Lund advised that the drawing was made by him from "sketchy <br />information", and advised that its accuracy be verified by N.S.P. to <br />make sure It Is, In effect, what N.S.P. desires. <br /> <br />The Council referred the request TO the Underground UTilities Commit- <br />tee for Its review and recommendations to the Council; request to be <br />verified first by N.S.P. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD LUND <br /> <br />Arden Manor <br />Engineer Lund reported no construction in progress at Arden Manor. <br /> <br />REPORT OF VILLAGE TREASURER RICHARD O'KELLY <br /> <br />. <br /> <br />Treasurer O'Kelly reported current bank balances, and recent Invest- <br />ments of $300,000 for 30 days @ 8.15% (Feb. 19, 1974) and $335,000 <br />for 30 days l! 8.10% (Feb. 25, 1974). <br /> <br />REPORT OF COUNCILMAN JAMES WINGERT - Planning and Zoning, Board of <br />Appeals <br /> <br />. <br /> <br />Case No. 73-48, Nursery Hill - Prellmtnary Plat <br />J. WIngert reviewed The Planning Commission recommendation that Councl I <br />approve the Nursery Hi I I Preliminary Plat, Alternate No. 2 (straight <br />through street), subject to Village obtaining an easement on the ad- <br />jacent property for construction of a temporary cul-de-sac. <br /> <br />Mayor Crepeau reported that C. G. Rein (option holder) and Mr. H. <br />Christensen (property owner) both agree with this proposal and Indicate <br />they wi II cooperate with the Vi Ilage In prov!dfng this temporary cul- <br />de-sac easement. <br /> <br />Wingert advised that three lots, on the plan recommended for approval, <br />are less that 95 feet wide, requiring varlancee of 5.4 feet each; <br />otherwise the proposed plat conforms to Ordinance No. 98 requIrements, <br />and moved that the Councl I approve the Nursery Hill PrelimInary Plat, <br />Alternate No.2, contingent upon the Vi I lage securing a temporary <br />easement for the cul-de-sac on the property immediately adjacent to <br />the east of the plat. Motion was seconded by Crichton. Motl~n carried <br />un<:nlmously. <br /> <br />Attorney Lynden was requested to draw agreement for temporary cul-de- <br />sac easement. <br /> <br />In discussion of uti lity and street constructIon, Mr. Breems estimated <br />costs of $45 to S50/front foot for sewer, water, paving and concrete <br />curb, or a total cos+ estimate of approximately $48,500. He expressed <br />his desire that the Village Install the streets and utilities, asses- <br />sing the costs back to the properties; stating that Interest for <br />municipal bonding would be about half the Interest cost for cor~orate <br />bonding, and these higher costs would have "to be passed on to the lot <br />purchasers. <br /> <br />Councl I consideration of uti ltty and street construction by the Village <br />vs. the developer was deferred until the final plat has been approved <br />and COncrete figures are available. <br /> <br />. <br /> <br />Case No. 73..49, Sf1eclai Use Perml..t. -.Jl'2!'net"r Golllir.s. <br />Mr. Goldberg and Mr. Jerry Filla, Attorney, presented an amended sIte <br />plan for Council consIderation. doletinp certain parkinQ stalls. as <br />recommended b'l Planner Schmid, and Incorporating an equivalent number <br />of parking stalls (dated 2/25/74) <br /> <br />J. Wingert reported that the Planning Commission recommends Councl I <br />"pproval of the Special Use Permit in accordance with plans presented <br />on 2/2!/7 4 with Case No. 73--49; tho proposed 51 gn to be a separate <br />application, not Included In this recommendation of approval. <br /> <br />After review of the amended site plan, and discussion, Crichton moved, <br />sBconded by Wingert, that the Council approves the Special Use Parmit <br />for Red Fox Inn per site plan drawings dated 2/21/74 and amended 2/25/7~, <br />and other plans and documents presented with Case No. 73-49 (proposed <br />sign not included In approval); simultaneously terminating the Special <br />. <br /> <br />-2- <br />
