Miller said he has no prob~em with defining the drive-in <br /> portion of the structure as an accessory usa for the bank; therefore <br /> a permitted use In the R-B zone. Mi IBer said the site is adequate for <br /> the potential expansion (second phase); not spacious beyond this point; <br />. noted that the landscaping and grading plans have not been submitted <br /> to date; have asked that these be coordinated with Engineer's Harriet <br /> Avenue expenslon plans; landscape plans have not been prepared pend- <br /> Ing approval of the lot split. <br /> After review and discussion, Woodburn moved, seconded by Crichton, <br /> that Councl i app rove the lot sp~it and Building Permit for the North- <br /> western National Bank, subject to: <br /> I. Approval of the landscape plan for phase A (Banco Properties, <br /> inc. 10/77) ; <br /> 2. Coordination of p~ans with Engineer re acc~sse.s onto Harriet <br /> Avenue (Mutual Service & Northwestern Bank). <br /> 3. Satisfaction of park dedication. <br /> Motion carried unanimously. <br /> Temporary Facility - Banco Properties, Inc. <br /> Lynden advised that the Zoning Ordinance provides that Council may, <br /> In Its discrotlon, grant a temporary permit for use of temporary facili- <br /> ties as dwe! ling units for up to 90 days when an emergency or hardship <br /> situation exists; ordinance does not provide for a temporary permit <br /> for other structures; It would be stretching to apply the residential <br /> provision to the temporary bank facility. <br /> Lynden repor~ad that he requested P~anner Miller to canvas other com- <br /> munities re how temporary structures are handied; reports that several <br /> have an ordinance provision for temporary structures; one city requires <br /> a bond, or letter of credit, In amount of IOO~ of the cost of the oer- <br /> manent structure; some cities treat the request as an administrative <br /> matter. <br /> After discussion, Hanson moved to deny the temporary facility because <br /> there Is no ordinance provision and the temporary facility Is out of <br /> character and context in the downtown area of the City. Motion was <br /> seconded by Woodburn and carried unanimously. <br /> Status Report - Site Analysis, Village Hair/Public Works Building <br /> Miller reported he met with Councilman Woodburn, Bud Johansen, John <br /> Buckley and Charlotte McNlesh to obtain directive for preparation of <br /> the site analysis and future anticipated needs. Mi I leI" presented a <br /> preliminary anarysls to Counci i for its consideration and comments. <br /> In discussion, Miller noted that the analysis Is very preliminary at <br />. this point; once required squars footags Is estabJlshed, site can be <br /> further evaluated; some concerns noted were: <br /> i. Does City propose to Increase or decrease services? <br /> 2. What Is the possibility of renting space for vehicle storage _ <br /> possibly In the arsenal? <br /> 3. Should Public Works and Parks be re-Iocated to an L-I zone? <br /> 4. Should old fIrs barn be eliminated or expanded? <br /> Miller estimated completion of the study before the end of the year; <br /> was advised to Include provision for an Arde~ Hills Police force for <br /> planning purposes. <br /> MetroDo~ltan Council <br /> A.
