<br />Minutes of Regular Council Meeting <br />Page three <br /> <br />July II, 1977 <br /> <br />After discussion, Crichton moved, seconded by Woodburn, that <br />Council approve the Labor Agreement Between The City of Arden <br />Hills and Minnesota Teamsters Public and Law Enforcement Employees <br />Union, Local 1320, ~s submitted by Attorney Lynden, with the In- <br />sertion of the word "first" In ArtIcle 13.2 ("... the first four <br />(4) hours each worked..."). Motion carried unanimously. <br /> <br />Hunters Park Pathway <br />Lynden referred Council to his letter of 7-11-77 re conveyance of <br />part of Outlot I, Hunters Park Fourth Addition, to abutting <br />p rope rty owne rs . <br /> <br />Lynden reported that Hunters Park Is torrens property, which pro- <br />hibits conveyance by metes and bounds; discussed several alterna- <br />tives with the Council. <br /> <br />. <br /> <br />After discussion, Council requested Lynden to pursue the conveyance <br />of the ten parcels In the mo.st expeditious manner; McNlesh was <br />requested to obtain cost Information Cat time Hunters Park property <br />was purchased) for Council's determination of cost/sq/ft. <br /> <br />Case No. 77-11. Janet Estates - Development Agreement <br />Lynden referred Council to his letter of 7-11-77, and attached <br />Development Agreement. <br /> <br />After review and discussion, Woodburn moved, seconded by Hanson, <br />that CouncIl approve the Development Agreement, as amended. Motion <br />carrIed unanimoUSly. <br /> <br />Procedure for Special Use Permit and Rezoning for Proposed Mutual <br />Service Office BuildIng <br />Lynden referred Councl I to his letter of 7-11-77 and reviewed the <br />alternative procedures for Council's consIderation. <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MiLLER <br /> <br />. <br /> <br />Case No. 77-27. Rezoning from R-I to R-B and Special Use Permit <br />for a Planned UnIt Development for Mutual Service Life insurance <br />Miller referred CouncIl to the Minutes of the Public Hearl_g of <br />7-5-77 and asked Mr. Terry Wobkln (Wlnsor-Farlcy) to summarize the <br />presentation for Council. <br /> <br />The proposed sIte plan and model were reviewed and Mr. Wobkln <br />described the 39.42 acre portIon of the property whIch Mutual <br />Service Is requesting to be rezoned to R-B. ~t was noted that <br />the total site consIsts of 54.27 acres, 1.72 acres of which Is <br />presently zoned R-B (along County Road E); balance of site would <br />remain R-I and Include four (4) residential lots, 7.5 acres for <br />park and pathway and about 3.5 acres for the extension of Harriet <br />Avenue from Its present terminus to County Road E. <br /> <br />Wobkln described the site coverage as "8% for building, parking <br />and roads and ~2% open green area. <br /> <br />Woodburn asked If Harriet Avenue would be constructed by Mutual <br />Service or by the City. <br /> <br />Mr. Roger Hauck said this has not been dIscussed; had understood <br />the City proposes to construct the road wIth State-aid funding. <br />Woodburn noted that the costs can also be assessed against the <br />benefItted properties. <br /> <br />Miller explained that the residential lots and park area are In- <br />tended to provide a buffer for the residential to the south, and to <br />assure that Dunlap wi II not be extended northward; the mixed develop- <br />ment of resIdential and commercial Is the basis for the application <br />for a Special Use Permit for a Planned Unit Development. <br /> <br />James Luban expressed his approval of the plan; especIally desirous <br />that the residential lots and park area remain as part of the pro- <br />posal to prevent extension of Dunlap Avenue to the north. <br /> <br />-3- <br />
