<br />Minutes of Regular Council Meeting <br />Page six <br /> <br />July II, 1977 <br /> <br />Case No. 77-16, Special Use Permit - Ramsey County Parks and <br />Recreation Department - Schedule Public Hearing <br /> <br />Wingert moved, seconded by Hanson, that the Public Hearing re the <br />Special Use Permit for Ramsey County's Tony Schmidt Park be held <br />on August 2, 1977, at 8:00 p.m. before the Planning Commission. <br />Motion carried unanimously. <br /> <br />(It Is Council's intent that the entire park plan Is to be Included <br />In the review for the Special Use Permit.> <br /> <br />REPORT OF LT. DOUGLAS MCCALL <br /> <br />. <br /> <br />Purchase of Squad Car <br />Crichton moved, seconded by Wingert, that Councl I authorize <br />advertisement for bids for a squad car, as per specifications <br />submitted. for delivery as soon as possible. <br /> <br />After review of the Specifications, and discussion, SpecifIcations <br />were changed to a "1977 or 1978 car, whichever Is available". <br /> <br />Motion carried unanimously. <br /> <br />Council requested Finance Committee budget liaison to review reason- <br />Ing for squad car replacement cycle. <br /> <br />(Council will consider the Informal bids at the July 25th CouncIl <br />Meeting.> <br /> <br />Additional TeMoorarv Part-tIme Police Officer <br />Lt. McCall referred Council to his memo re an additional temporary <br />part-tIme employee In the Police Department to help cover the shIfts <br />during vacatIons and until disabled full-time man returns to duty; <br />proposed officer is willIng to work on a temporary part-time basis <br />and can be available for duty on any shift. <br /> <br />After discussion, Council requested McCall to schedule shifts, during <br />this Interim perIod, to cover the City In the best manner possible; <br />using Ramsey County back-up, If necessary. <br /> <br />McNlesh was requested to contact Officer LaValle re date he expects <br />to return to work. <br /> <br />DOQ Ordinance Enforcement <br />McCall reported that the Public Safety Committee recommends that <br />dog patrol and enforcement be contracted with either New Brighton <br />or MAPSO for about 6 months to determine the effectiveness of en- <br />forcement, prior to CIty's pursuIng Its own officer and van. <br /> <br />After discussion, CouncIl requested McCall to contact New BrIghton <br />re a proposed arrangement for dog patrol of Arden Hills by New <br />Brighton's Community Service Officers; to recommend to the Council <br />the most effectIve patrol hours for effective enforcement; to deter- <br />mine If contract with New Brighton can be for an Indeterminate <br />period of time. <br /> <br />. <br /> <br />Temporary OffIcer Goerltz <br />McCal I referred Council to his memo of 7-11-77 recommending that <br />Officer Goerltz's employment status be changed to regular full-time, <br />which would entitle him to full fringe benefits. <br /> <br />In discussIon, It was noted that an evaluation of the police depart- <br />ment Is under study at this tlm&; consequently COllncll prefers to <br />defer action on any changes In the department until study has been <br />completed for CouncIl's consideration. <br /> <br />Suburban Ramsey County EmerQency Board - Jol nt Powers AQreement <br />McCall reported that Deputy'Chlef Weber will discuss the communica- <br />tIon system with Council, If desired; December 21,1977 Is the cut-off <br />date. <br /> <br />McCall was requested to submIt pertinent Information to the Council. <br /> <br />-6- <br />
