<br />Minutes of Regular Counci I Meeting <br />Page four <br /> <br />May 23, 1977 <br /> <br />Mrs. Elmquist said that the value of the back lot (street lot) <br />would be decreased by approximately $10,000 If access to the lake <br />is by easement instead of an ownership access on the lake; unless <br />you a~tually own the access on the lake, you have problems. Mrs. <br />ElmqUist stated they had Incurred no expenses due to prior Council <br />action. <br /> <br />. <br /> <br />Crichton referred Counci I to the Platting Ordinance requl rement, <br />Ord. 98, Sec. 9 G., that "all lots shall abut by thel r full frontage <br />on a publicly dedicated street..."; noting that the lake lot, as <br />proposed, does not meet this requirement. <br /> <br />Motion to reconsider carried unanimously. <br /> <br />Wingert moved, seconded by Hanson, that Council approve the lot <br />spilt as proposed, except that the 25' wide corridor access to the <br />lak~,.for the.easterly street lot, not be Included In the lot <br />diVIsion; variance from full lot width requirement on a public <br />street (Ord. 98, Section 9G.), and variance from 95' lot width at <br />front setback line requi rement (Ord. 99, Section III C) be granted <br />for the westerly lot <lake lot). Motion carried (Wingert, Crepeau, <br />Hanso~ voting In favor of the motion; Crichton, Woodburn voting In <br />oppos I tl on). (I t was noted that no vari ances are requl red for the <br />newly created easterly lot (street lot), and that access to the lake <br />co u I d be pro v I de d by an e a s e me n t .J <br /> <br />- v --- <br />Fire Protection - Status Report <br />Woodburn reported that the Fire Protection Board Is pursuing the <br />development of a fire contract based on mill rate; also discussed <br />establishment of a rating system for the departMent's operation. <br /> <br />Police Union Contrac't and Police Chief Review Board <br />Crichton reported that no progress has been made In the police <br />union contract negotiations; will resume negotIations and report <br />status at next Council meeting. <br /> <br />Crichton reported that the Police Review Board had prepared list <br />of basic requl rements for the position of Police Chief, and ,made <br />some revisions In Job description; plan to advertise In the Minne- <br />apolis and St. Paul newspapers on Sunday, May 29th and June 5th, <br />and In the New Brighton Bulletin and Sun newspapers; calls for <br />applications and Information to be made to the Clerk Administrator. <br />Crichton described the proposed procedure as follows: Review <br />Board will 'screen the applIcants and arrange for written tests; <br />Board wll I Interview applicants and arrange for a psychological <br />Interview. <br /> <br />(Crichton said he will distribute copies of the proposed minimum <br />requirements and procedure to the Council members for their considera- <br />tion and recommendations.> <br /> <br />Freewav TowlnQ Request <br />Council was referred to memo from Lt. McCall reporting that requested <br />Certificate of Liability Insurance for Freeway Towing has not been <br />received; not recommending that City use Freeway Towing at this <br />time. <br /> <br />. <br /> <br />After discussion, Council requested that McCall submit minimum <br />requirements for adequate City towing service to Council for Its <br />con s I de rat I on . <br /> <br />June Council MeetlnQ Schedule <br />WIngert moved, seconded by Woodburn, that Council schedule regular <br />Council Meetings on June 13th and 27th at 7:30 p.m. at the Village <br />Hall. Motion carried unanimously. <br /> <br />Case No. 77-16. Special Use Permit for Tonv Schmidt Park - Schedule <br />Public HearlnQ <br />Wingert moved, seconded by Crichton, that Council schedule a Public <br />Hearing before the Council on Monday, June 13, 1977, at 8:30 p.m. <br />at the Village Hall re the Special Use Permit for Tony Schmidt Park, <br />subject to receipt of required documentation In sufficient time to <br />pUblish and mal i notices.
